Your Committee on Public Works and Parks, to which was referred Communication No. 651, and
attached Bill No. 201, reports as follows:
The purpose of Bill No. 201 is to amend Chapter 24, Article 10, Division 6, Section 24-288,
Schedule 36 (Freight loading zones), subsection (c) South Hilo, of the Hawaii County Code 1983
(1995 Edition).
Communication No. 651 is from Deputy Chief Engineer Jiro A. Sumada, dated February I, 2000,
transmitting Bill No. 201 for the Council's review and consideration. Mr. Sumada states in his
letter that the Hilo Downtown Improvement Association has requested that a freight loading zone
be authorized on the mauka side of Kamehameha Avenue between Waianuenue Avenue and
Kalakaua Street.
Council Member Aaron S. Chung expressed concern about the loss of parking stalls in the area.
Mr. Chung requested Department of Public Works-Traffic Division Chief Richard Nishimura to see
if the location could be moved while still keeping the parking stalls. Mr. Nishimura informed Your
Committee that the proposed location was the most suitable location due to sight distance of traffic
in the vicinity, however, he said his department would look into the concern over location.
Your Committee is in accord with the purpose and intent of Bill No. 201, and recommends that it
pass first reading.
