Hawaii County Council Members
Public Land Development Corporation (PLDC)
My name is John Ota,born and raised on this Island. I do not have Hawaiian
Heritage. The Injustices and oppressive condition that the US and State
Government have imposed upon the Hawaiian population for more than 120 years
must be stopped. The US Government "Overthrew" and confiscated the Kingdom
and Hawaiian people land(11 million acres). Military Bases were erected on the
"stolen lands". Upon attaining Statehood, the confiscated land was transferred to
the State of Hawaii. The US Government have not paid or compensated the
Hawaiian Kingdom or people for the confiscated land to the present date.
The Hawaii State Government created the PLDC. SB 1555 was rushed through
the House and Senate and Signed by the Governor into Law (Article 055)in 3
days. It is highly unusual for a new State Law to be created in 3 days. I attended a
public meeting held by the PLDC for approval of the written procedures. The 5
appointed members to the PLDC created a DICTATORSHIP, the procedures do
not adhere to the words of Article 055 and removes all traces of Hawaiian History.
The PLDC was created to earn continual income for the state using the "Stolen
Lands". However,the procedures DO NOT contain a compensation procedure to
be paid to the Hawaiian people. Why isn't the correct term "Stolen Lands" used
instead of"Public Lands"?
The greater majority, if not all of the "Stolen Lands" are located on the Big
Island. Unless the County Council sends a strong message to the Governor and
Legislature to RECIND Article 055, this County and the residents will face the
consequence of NO ACTION TAKEN. I urge the Members to unify your position
on this issue. The County Council should have the final word on how the land on
this Island is to be used or developed. I refer to the Hamakua Eucalyptus tree
project by the DLNR that is still in limbo after 15 or more years. Where is the
employment, the mill, work for the laborers, County income?
I am a Combat Veteran of Korea and Viet Nam. I fought against a Dictator, and
Communist Party Autocratic type government. I fought for the sake of Liberty,
Freedom, Injustices and Inequalities against the oppressed. Although retired today,
I am determined to fight for the Injustices and Equality for all citizens against
DICTATORSHIP. The Governor does not have the authority to create a Dictator
Department under a Constitutional Democratic Government. Co Comm. No. 3,3
