M,�1 <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> Ms.,, • <br /> RESOLUTION NO. 43 13 <br /> A RESOLUTION TO AMEND RULE NO. 23 OF THE RULES OF PROCEDURE AND <br /> ORGANIZATION OF THE COUNCIL OF THE COUNTY OF HAWAII, RELATING <br /> TO CERTIFICATES OF MERIT, MEMORIALS, AND EXPRESSIONS OF <br /> CONDOLENCE. <br /> WHEREAS, the Rules of Procedure and Organization of the Council of the County of <br /> Hawai`i ("the Rules") govern the affairs of the Council of the County of Hawai`i (the <br /> "Council"); and <br /> WHEREAS, the Rules were duly adopted as provided in Resolution No. 04-12, Draft 2, <br /> during the initial convening of the Council on December 3, 2012, and amended by Resolution <br /> No. 22-13 on January 9, 2013; and <br /> WHEREAS, Rule No. 23 states that certificates of merit, memorials, and expressions of <br /> condolence are non-legislative in nature and require no formal Council action; and <br /> WHEREAS, listing all presentations for certificates of merit, memorials, or expressions <br /> of condolence on the Council agenda is not necessary; and <br /> WHEREAS, in the interest of efficiency and expediency in preparing Council meeting <br /> agendas, Rule No. 23, Section 6 is amended to read as follows (material to be deleted is <br /> bracketed and stricken through and material to be added is underscored): <br /> "6. All certificates [shall be submitted no less tha - - .. •. <br /> the scheduled meeting date and shall be placed on the agenda prior to <br /> Statements from the Public, as provided above in Rule No. 16.] which do not <br /> have a major impact on established policies and procedures or which do not <br /> affect a significant number of people and are received less than six (6) days <br /> before the regular meeting date of the Council, may be considered at such <br /> meeting."; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> proposed amendments to Rule No. 23 of the Rules of Procedure and Organization of the Council <br /> of the County of Hawai`i are necessary and shall be duly implemented. <br />
