Dear Chairman Yoshimoto and Council Members:
RE: Game Management Advisory Commission
Section 6-9 of the Hawai'i County Charter requires the empanelling of a Game
Management Advisory Commission for the purpose of advising County, State and
Federal agencies on matters related to the preservation of subsistence hunting and
fishing, as well as protecting traditional and cultural gathering rights. I hereby submit for
Council confirmation the following individuals as nominees to this commission.
District 1 Willie-Joe Camara (5-year term) — Mr. Camara is a lifelong resident of
Hawai'i. He is employed by Veterinary Associates Inc. as a veterinary technician.
Mr. Camara states that he is not affiliated with any political party.
District 2 Dwayne D. Yoshina (5-year term) — Mr. Yoshina is a life long resident of
Hawaii. From 1981 to 2007, he was employed by the State of Hawaii as an Elections
Administrator. Mr. Yoshina states that he is a Democrat.
District 3 Anthony H. Sylvester II (2-year term) — Mr. Sylvester is a lifelong resident
of Hawaii. He is employed by the National Radio Astronomy Observatory VLBA as a
systems specialist. Mr. Sylvester states that he is not affiliated with any political party.
District 4 Paul E. Bueltmann (4-year term) — Mr. Bueltmann is a lifelong resident of
Hawaii. He is employed by HELCO as an Information Services Supervisor.
Mr. Bueltman states that he is not affiliated with any political party.

District 5 Thomas H. Lodge (1-year term) — Mr. Lodge is a lifelong resident of
Hawai'i. He is self employed in insurance sales. Mr. Lodge states that he is a
Republican.
District 6 Francis L. Benevides, Jr. (3-year term) — Mr. Benevides is a lifelong
resident of Hawai'i. From 1979 to 2011, he was employed by the Federal Aviation
Administration as an engineering manager and technician. Mr. Benevides states that
he is not affiliated with any political party.
District 7 Robert P. White (4-year term) — Mr. White is a 20-year resident of Hawai'i.
In 1997 he opened and managed the Blue Water Hunter in Kailua Kona, and he
currently is the owner and operator. Mr. White states that he is not affiliated with any
political party.
District 8 Mark C. Bartell (2-year term) — Mr. Bartell is a 25-year resident of Hawai'i.
He is a self-employed farmer and charter fisherman. Mr. Bartell states that he is a
Republican.
District 9 Cleon M. Bailey (3-year term) — Mr. Bailey is a 28-year resident of Hawai'i.
He is a member of the Hawai'i Carpenters Union and the Hawai'i Operating Engineers
Union who has been disabled for the past 16 years. Mr. Bailey states that he is a
Republican.
