Crawford as County of Hawai'i Finance Director, pursuant to the requirements of the Charter of the County of Hawai'i. Ms. Crawford served as the County of Hawai'i Director of Finance from December 2008 to December 3, 2012. During this period she worked effectively within the Department of Finance leadership and the administration in overseeing County Finance operations island-wide. Pursuant to Rule 5(6) (g) of the Rules of Procedure and Organization of the Council of the County of Hawai'i, we respectfully request a waiver of this nomination through Committee so that it may be considered by the full Council on February 6, 2013. RELEVANT WORK EXPERIENCE: County of Hawai'i, Department of Finance 12/08—Present Finance Director Responsible for the oversight and administration of eight divisions within the department— Accounts, Budget, Treasury, Purchasing, Real Property Tax, Property Management, Risk Management and Vehicle Registration and Licensing (VRL). Responsible for submittal of a balanced budget to the Mayor and County Council, and for implementing expenditure controls to meet reduced revenue. This included chairing the Expenditure Review Committee which reviewed travel, equipment and consulting contract requests for appropriateness and necessity. Participated in the Personnel Review Committee which reviewed all personnel requests. VRL, with six offices island-wide, has been impacted by significant regulatory change with extensive new identification requirements, which required a review and adjustment of office operations. Additional activities include chairing a CIP committee to facilitate project prioritization, coordinate projects and funding, and serving as committee liaison to the Mayor. Formulate policies and procedures for department and county-wide operations. Provide assistance to departments in areas of procurement and other financial operations. County of Hawai'i, Department of Finance 7/01- 11/08 Deputy Finance Director Assisted the Director in the oversight and administration of eight divisions within the department, and supervise the human relations staff. Formulated policies and procedures for department and county-wide operations. Provided assistance to departments in areas of procurement and other financial operations. Participated in budget preparation and presentation. Specific activities included co-chairing a CIP committee to facilitate project prioritization, coordinate projects and funding, and serving as committee liaison to the Mayor. Led the team that procured, implemented and continues to support the County's first fiscal enterprise software system from an outside vendor. Assisted in the re- organization of the Real Property Tax division and the development of the new Vehicle Registration and Licensing division. Involved in the potential creation of several community facilities districts to fund expedited construction of public facilities without incurring additional County debt.
