Dear Chairman Onishi and Committee Members:
It is my pleasure to submit for your confirmation the appointment of Mark Ow as County of
Hawai'i Director of Information Technology, pursuant to the requirements of the Charter of the
County of Hawai'i.
Mr. Ow served as the County of Hawai'i Director of Information Technology from June 2012 to
December 3, 2012. During this period he worked effectively within the Information and
Technology Department overseeing County Information Technology operations island-wide.
Pursuant to Rule 5(6) (g) of the Rules of Procedure and Organization of the Council of the
County of Hawai'i, we respectfully request a waiver of this nomination through Committee so
that it may be considered by the full Council on February 6, 2013.

with the State of Hawaii's New Day Plan and the State of Hawaii's Information Technology
Transformation Plan.

Senior Manager
Management responsibility for 13 field Systems Engineers for the Western Region. Technical
management for the planning, design, and implementation of LAN, WAN, Wireless, and Storage Area
Networking solutions to the largest enterprise customers in the Region. Responsible for customer post
sales escalations, product requirements feedback, OEM technical training, and employee development.
Microsoft Corporation 5/07 to 9/08
Director
Leadership responsibility for the Microsoft Technology Customer Center in Silicon Valley, California.
Led a 9 person technical engineering team. Overall responsibility for the planning, design, and
implementation of Briefmg sessions, Architectural Design sessions, and Proof of Concepts. Responsible
for a 200+ server and 100+terabyte production data center.
• Delivered a 13 to 1 return on investment for the Center.
• Overachieved plan metrics by 136%, achieved customer satisfaction ratings of 8.43 out of 9.0.
• Led the design and development of the Microsoft Unified Communication Reference Architecture
that was deployed worldwide.

Served as a Sr. Manager and Director in a progression of leadership roles including Enterprise Systems
Consulting Global Lead, Technical Briefing Center Director, and the development of the Solution
Excellence Center. Created a Storage Area Networking design, analysis, and implementation center.
Leadership responsibility for teams as small as 8, to national organizations of 85. One of only two
Directors to achieve 100% employee satisfaction scores out of 3750 managers.
• Directed the Global Enterprise Systems Consultant organization of 85 people to achieving or
exceeding objectives 17 out of 18 quarters. Directly managed 8 Regional managers distributed
across the US. Responsible for a$440M annual business.
• Director level responsibility for the Worldwide Technical Briefmg Center with a production data
center of over 600 servers and 6 storage area networks (200 TB) using EMC Clariion, Symmetrix,
and Centera arrays. Demonstrated a United Kingdom to US Exchange Disaster recovery solution.
• Started an Enterprise Solutions professional services organization that grew into a $400M
business. Managed the complete development, planning, and implementation of Storage Area
Networks and HPCCs across the US. Replicated processes to EMEA and APAC.
• Demonstrated the usage of Altiris, Microsoft SMS, and VMWare with Dell Blade servers for
automatic provisioning of virtual machines for disaster recovery and availability.
• Led a Business Process Improvement Green Belt project for Storage Area Networks which saved
the company over $150M in 3 years and increased the EMC SAN implementation quality from
18%to 85%in one quarter.
AT&T Wireless 7/95 to 4/97
Manager, Technical Marketing Department
Directed the technical marketing activities for the Wireless Data Division US wide. Led the design,
implementation, and market roll out for the first cell phone based, internet services in the US. Led a
team of 16 marketing, engineering, and Systems Engineers. Led the design, development, deployment
of the production messaging, web, and accounting systems using 15 SUN E1Ok servers, EMC storage,
and Cisco Catalyst 6000s.
Apple Computer 12/88 to 7/95
Consulting Engineer
US wide responsibility for customer executive briefmgs, conference keynote presentations, and the
largest customer networking projects. Area of expertise included Macintosh system design, LAN/WAN
architecture, mainframe interoperability, and handheld application development. Designed and
implemented two, state wide medical information networks in Oklahoma and Hawaii. Systems Engineer
of the quarter and year awards for sales excellence.
Hewlett-Packard 1/84 to 12/88
Senior Network Engineer
Western regional resource for large customer sales opportunities and consulting engagements.
Consulting experience in IBM mainframe, Unix, DEC and other system networking. Regional consultant
of the year award winner for sales excellence. Designed and implemented National support processes for
Network support. 2nd engineer hired to start the Enterprise National Technical Response Center.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
