Your Committee on Public Safety and Mass Transit,to which was referred Communication
No. 74, reports as follows:
Communication No. 74, transmitted by Mayor William P. Kenoi, dated December 21, 2012,
nominates William T. Takaba to the Hawai`i County Liquor Commission for Council District 3.
Mr. Takaba is a lifelong resident of Hawai`i, and has recently retired from the County of Hawai`i
where he served as the Managing Director for the last 4 years. Mr. Takaba's 38-year career with
the County has allowed him to serve in a number of administrative roles such as Director of the
Office of Aging and as Director of the Department of Finance. He is a member of the East
Hawai`i Kiwanis Club, and the State Health Planning and Development Agency. He also served
as a board member fo the YMCA and the Boys and Girls Club of the Big Island.
Mr. Takaba states that he is not affiliated with any political party, and if confirmed, will serve a
term to expire on December 31, 2017.
Pursuant to Section 7-4.5,Hawai`i County Charter, there shall be a liquor commission,
consisting of nine members, appointed by the Mayor and confirmed by the County Council.
Committee Chair Ford specified that Mr. Takaba does not need to appear before the full Council
for final confirmation.
Your Committee on Public Safety and Mass Transit is in accord with the purpose and intent of
Communication No. 74, and recommends confirmation of the appointment of Mr. William T.
Takaba to the County of Hawai`i Liquor Commission.
