Your Committee on Public Works and Parks and Recreation, to which was referred Bill
No. 27, reports as follows:
Bill No. 27, transmitted by Public Works Director Warren H. W. Lee via Communication
No. 80, dated December 21, 2012, amends Chapter 24, Article 10, Division 1, Section 24-257 of
the Hawai`i County Code 1983 (2005 Edition, as amended), relating to speed limits (35 miles per
hour—Mamalahoa Highway, Waimea).
The intent of this amendment is to lower the speed limit along M amalahoa Highway south of the
Ala `Ohi`a Road (Waimea bypass) intersection. With the subject speed limit change, the design
criteria specifically for the left-turn pocket into the Ala `Ohi`a Road intersection will be met
within the existing right-of-way.
Ron Thiel, Chief of Traffic Division, came forward to answer council members' questions and
concerns. Council Member Margaret Willie urged the other council members to support the bill.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill No. 27, and recommends its passage on first reading.
