Your Committee on Planning, to which was referred Bill No. 21, reports as follows:
Bill No. 21, from Mayor William P. Kenoi, via Communication No. 67 dated December 14,
2012, amends,Ordinance No. 05-157, which amended Ordinance No. 95-51, which amended
Ordinance No. 90-160, which reclassified lands from Agricultural 5-acre (A-5a) (formerly
Unplanned)and Multiple Family Residential— 1,500 square feet(RM-1.5) to Residential—
Agricultural 1 acre (RA-la) and Open(0)districts at Waikoloa, South Kohala, Hawai`i, covered
by tax map key 6-8-002: portion of 016 (applicant: Waikoloa Mauka, LLC) (Area: apprx. 761
acres).
Mayor William P. Kenoi is transmitting the above bill and enclosures, with a favorable
recommendation from the Leeward Planning Commission. The applicant is requesting a time
extension to comply with Condition B (secure final subdivision approval).
Mr. Sidney Fuke, representing the applicant Waikoloa Mauka, LLC, stated that this request
amends the 5-year completion requirement in Condition(B)to 10 years for final subdivision
approval.
Committee members expressed concern with the lack of parks and multi-modal facilities for a
development with 468 houses. Committee member Wille stated that pedestrian safety was the
number one priority identified in the South Kohala Community Development Plan.
Your Committee on Planning is in accordance with the purpose and intent of Bill No. 21 and
recommends its passage on first reading.
