Hilo, Hawaii 96720 Your Committee on Planning, to which was referred Bill No. 21, reports as follows: Bill No. 21, from Mayor William P. Kenoi, via Communication No. 67 dated December 14, 2012, amends,Ordinance No. 05-157, which amended Ordinance No. 95-51, which amended Ordinance No. 90-160, which reclassified lands from Agricultural 5-acre (A-5a) (formerly Unplanned)and Multiple Family Residential— 1,500 square feet(RM-1.5) to Residential— Agricultural 1 acre (RA-la) and Open(0)districts at Waikoloa, South Kohala, Hawai`i, covered by tax map key 6-8-002: portion of 016 (applicant: Waikoloa Mauka, LLC) (Area: apprx. 761 acres). Mayor William P. Kenoi is transmitting the above bill and enclosures, with a favorable recommendation from the Leeward Planning Commission. The applicant is requesting a time extension to comply with Condition B (secure final subdivision approval). Mr. Sidney Fuke, representing the applicant Waikoloa Mauka, LLC, stated that this request amends the 5-year completion requirement in Condition(B)to 10 years for final subdivision approval. Committee members expressed concern with the lack of parks and multi-modal facilities for a development with 468 houses. Committee member Wille stated that pedestrian safety was the number one priority identified in the South Kohala Community Development Plan.
