Your Committee on Planning, to which was referred Bill No. 22, reports as follows:
Bill No. 22,transmitted by Mayor William P. Kenoi, via Communication No. 68, dated
December 14, 2012, amends Ordinance No. 07-106, which amended Ordinance No. 02-21,
which amended Ordinance No. 98-87, which amended Ordinance No. 90-008, which reclassified
lands from Agricultural—20 Acres (A-20a)to Agricultural—3 Acres (A-3a) at Kahua 1st, North
Kohala, Hawai`i, covered by tax map key 5-9-007:007 (applicant: Elwin F. Hussey)
(Area: 28.832 acres).
Mayor William P. Kenoi is transmitting the above bill and enclosures, with a favorable
recommendation from the Leeward Planning Commission. The applicant is requesting a
five-year time extension to comply with Condition C (secure final subdivision approval).
Ordinance No. 90-008 approved reclassification of Ag 20 acres (A-20a)to Ag 3 acres (A-3a) for
the development of 8 lots in a cul-de-sac in North Kohala.
Ms. Susan Wells Fischer, representing the applicant, Elwin F. Hussey, stated that the time
extension is necessary to complete the construction of culverts for drainage and to finalize the
ground work for the utilities.
Your Committee on Planning is in accordance with the purpose and intent of Bill No. 22 and
recommends its passage on first reading.
