AS /ctd xc: Connie Kiriu, Legislative Auditor 5`" District County Report Hosted by Councilman AI Smith Meeting Synopsis On July 30, 1998 Councilman AI Smith hosted a public meeting at the Pahoa Recreation Center. The intent of this meeting was to increase the accessibility of governmental resources by having both County and State officials available to 5`~ District residents. Each department official reported on pertinent district projects and then fielded questions from meeting attendees. At the conclusion of the meeting attendees, facilitated by Diane Gentry, identified essential 5th District projects. After much discussion, the following were set as the three top priorities within the 5`h District. 1. Water Availability -particularly for fire protection 2. Amfac Parcel Development 3. Adequate Restroom Facilities Other items presented for consideration: 1. Pahoa Transfer Station Road Resurfacing - Apa'a Street 2. Transfer Station Lighting 3. Speed Humps in Pahoa 4. Fire Fighting Facilities 5. Improved Police Protection 6. Hawaiian Beaches Soccerfield Completion 7. Bus Stops and restrooms for tourist in Pahoa Town. Throughout this meeting, which was a first for the district, much constructive discussion ensued about several different issues including the availability of funds, capital improvement projects, corporate welfare, taxation, economic development, public transportation, and abandoned vehicles. All attendees and departmental officials had the opportunity to continue discussions after the meeting had adjourned. This report and all pertinent supporting documents will be filed in the County Clerk's Office. Summation of Departmental Reports Richard Nishimura -Department of Public Works Mr. Nishimura informed attendees about Fuel Tax improvements underway such as the repaving of "Red Road" and planned items like the striping of 1 the Old Pahoa Highway. He listed the following as projects completed by his department in the Puna area: 1. Pahoa Post Office Street Resurfacing 2. 20 Street lights 3. Keaau Soccerfield grubbing and dozing 4. Fire Hydrant in the Blacksand The retaping of crosswalks near Pahoa School and the Pahoa Post Office, according to Mr. Nishimura, will begin in August. George Yoshida - Department o/'Parhs and Recreation Keaau Soccerfield dominated much of the discussion surrounding PBZR projects. Mr. Yoshida noted that the park opening is scheduled for November or December and is expected to be used predominately by residents of the 5th and 6th Districts. He also added that a soccerfield is planned for Hawaiian Beaches and that the area was grubbed earlier. Mr.Yoshida listed adequate bathroom facilities for all of Puna's parks, as a priority for his department. He continued that to ease this situation, portable toilets have been placed in both Pohoiki and Kalapana and that a composting facility for Ahalanui Park was currently being reviewed. In addition to the above, the following are completed Park projects in the 5`" District: 1. Pahoa Summer Fun -Recreational Equipment 2. Summer Bash '98 3. Pool Rescue Equipment and Picnic Tables 4. Outlaw Drag Racing Milton Pauao -Water Department Mr. Pavao began by educating attendees on the department's semi- autonomous structure, including how this department is prohibited from extending water service into any private subdivision. The Water Line extension along Highway 130 and another extension to Keonepoko School were reported as the department's most recent projects within the district. Thomas Lonohapu -Keaau Police Department Officer Lonokapu, one of two Community Policing Officers assigned to Puna, reported that Neighborhood Watch Programs have been successfully started in Kapoho-Vacationland, Leilani, Nanawale and Maku'u Houselots. 2 Hawaiian Paradise Park, Hawaiian Beaches, Shores and Parks, Orchidland and Ainaloa were reported as in the preliminary stages of forming. Norman Oleson -Office of the Mayor Mr. Oleson provided an explanation about the planned expansions of both Ahalanui and Isaac Hale Memorial Parks. He reported that federal monies could only be used to replace what was lost in Kalapana and needed to be spent within the next two years to prevent it from lapsing. He also noted that the acquisition of a parcel necessary to connect the Puna Emergency Access Road was funded by a Community Development Block Grant and is currently underway. Representative Robert Herkes -State House of Representatives Rep. Herkes identified three issues as Puna priorities in the 1999 legislative session: 1. Humcane Insurance -Lowering consumer cost and disbanding the Hawaii Hurricane Relief Fund 2. Automobile Insurance -Lowering consumer cost 3. Telephone -Expanding rural services 4. Stop Light at the Intersection of the Old Pahoa Highway and Highway 130 In addition, Representative Herkes suggested that eliminating "hard" drugs, instead of only marijuana, should be the primary focus of law enforcement officials in Puna. Councilman Al Smith -Hawaii County Council Councilman Smith, who also hosted the meeting, informed attendees about the County's Legislative Branch of government, the County Council. He noted that in addition to approving the County's Operating and Capital Improvement Budget, which has decreased by 51.6 million, the Council is also charged with passing bills and resolutions. He mentioned that two resolutions, one in relation to a Rural Health Plan the other regarding limiting County liability in certain recreational activities such as skating, were of particular interest to the District of Puna. He also suggested that all participants take the time to review and learn about the 3 Charter Amendments and 1 Initiative Petition slated for the upcoming election. 3 Councilman Smith then provided a handout of Puna projects financed with discretionary funds and stressed that all projects were able to be completed because of community planning and departmental cooperation. Representatives from Parks, Fire, Police, Water and the Public Works Departments are scheduled to deliver updates on various lower Puna projects. Councilmember Smith will also discuss specific district projects that he is pursuing. "By bringing all of these departments together, we are ensuring that County government continues to be accessible and convenient for 5`h district residents," said Councilmember Smith.
