.•4pJ�tV OF ..•,. <br /> COUNTY OF HAWAII �' •- STATE OF HAWAII <br /> RESOLUTION NO. 50 13 <br /> A RESOLUTION URGING THE NATIONAL ASSOCIATION OF COUNTIES TO <br /> SUPPORT THE NATIONAL CENTER FOR SAFE ROUTES TO SCHOOL. <br /> WHEREAS, the United States Congress established the National Center for Safe Routes <br /> to School (National Center) in May 2006; and <br /> WHEREAS, the National Center works to improve safety on walking and bicycling <br /> routes to school, and to encourage children and families to travel between home and school by <br /> walking and biking; and <br /> WHEREAS, the National Center provides technical support and resources, including a <br /> website, webinars, reference manuals and case studies; and <br /> WHEREAS, the National Center provides resources and training to enable state <br /> Departments of Transportation to manage the Safe Routes to School federal program; and <br /> WHEREAS, the counties are eligible recipients of Safe Routes to School federal funds; <br /> and <br /> WHEREAS, President Obama signed into law on July 6, 2012, the Moving Ahead for <br /> Progress in the 21st Century Act(Public Law 112-141), also known as MAP-21; and <br /> WHEREAS, MAP-21 does not provide dedicated to the National Center, instead making <br /> the National Center eligible to compete with other programs for the funds it needs to operate; and <br /> WHEREAS, MAP-21 places new funding to the National Center in jeopardy, resulting <br /> in the potential loss of a valuable resource for the coordination of safety measures for school <br /> children; and <br /> WHEREAS, the National Association of Counties (NACo) Legislative Conference will <br /> convene March 2-6 in Washington, D.C.; and <br /> WHEREAS, the NACo Legislative Conference will consider a resolution supporting <br /> continued funding for the National Center for Safe Routes to School; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> National Association of Counties is urged to approve a resolution supporting continued federal <br /> funding for the National Center for Safe Routes to School. <br />
