COUNTY OF HAWAII �' •- STATE OF HAWAII RESOLUTION NO. 50 13 A RESOLUTION URGING THE NATIONAL ASSOCIATION OF COUNTIES TO SUPPORT THE NATIONAL CENTER FOR SAFE ROUTES TO SCHOOL. WHEREAS, the United States Congress established the National Center for Safe Routes to School (National Center) in May 2006; and WHEREAS, the National Center works to improve safety on walking and bicycling routes to school, and to encourage children and families to travel between home and school by walking and biking; and WHEREAS, the National Center provides technical support and resources, including a website, webinars, reference manuals and case studies; and WHEREAS, the National Center provides resources and training to enable state Departments of Transportation to manage the Safe Routes to School federal program; and WHEREAS, the counties are eligible recipients of Safe Routes to School federal funds; and WHEREAS, President Obama signed into law on July 6, 2012, the Moving Ahead for Progress in the 21st Century Act(Public Law 112-141), also known as MAP-21; and WHEREAS, MAP-21 does not provide dedicated to the National Center, instead making the National Center eligible to compete with other programs for the funds it needs to operate; and WHEREAS, MAP-21 places new funding to the National Center in jeopardy, resulting in the potential loss of a valuable resource for the coordination of safety measures for school children; and WHEREAS, the National Association of Counties (NACo) Legislative Conference will convene March 2-6 in Washington, D.C.; and WHEREAS, the NACo Legislative Conference will consider a resolution supporting continued funding for the National Center for Safe Routes to School; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the National Association of Counties is urged to approve a resolution supporting continued federal funding for the National Center for Safe Routes to School. BE IT FURTHER RESOLVED that the County Clerk shall transmit a copy of this resolution to the President of the National Association of Counties, the Chair of the NACo Community and Economic Development Steering Committee, the President of the Hawai`i State Association of Counties, the Secretary of the Hawai`i State Association of Counties,the Chair of the Maui County Council, the Chair of the Council of the City and County of Honolulu, and the Chair of the Kaua`i County Council.
