CALL TO ORDER The HSAC Executive Committee was called to order by President Mel Rapozo at , 10:20 a.m. The following members comprising a quorum were present: County of Kauai: President Mel Rapozo County of Hawaii: Councilmember Dennis "Fresh" Onishi City and County of Honolulu: Secretary Stanley Chang County of Maui: Treasurer Joseph Pontanilla Others Present: Hawaii Councilmember Greggor Ilagan Maui Councilmember G. Riki Hokama Honolulu staff Steve Uyeno Honolulu staff Denisse Gee Kauai staff Ashley Bunda Maui staff Kirsten Hamman II. APPROVAL OF AGENDA The Committee approved the agenda. III. MINUTES The Committee approved the minutes of the November 19, 2012, Executive Committee meeting. IV. REPORTS A. Treasurer's Reports. a' % OCS/011113/02:55/CT The following item was approved by the Executive Committee: 1. Treasurer's Report for November 2012, as submitted by the HSAC Treasurer. B. County Reports 1. Maui County Report. Treasurer Pontanilla reported that the Maui County Council is scheduled to consider the Maui Island Plan which determines the direction of the County for the next 20 years for approval on second reading. 2. Hawaii County Report. Councilmember Onishi reported that he will be the Hawaii County HSAC representative and Councilmember Ilagan will be his alternate. He informed the Committee that Hawaii County has six freshman Councilmembers and a brand new County Clerk. 3 City and County of Honolulu Report. Secretary Chang reported that Councilmembers Fukunaga and Manahan attended their first City and County of Honolulu Council meeting on December 3, 2012. He solicited comments from the Committee regarding Bill 72 (2012) which bans smoking at certain city beach parks and noted that the bill was modeled after the Hawaii County smoking ban at all Hawaii County beach parks. 4 Kauai County Report. President Rapozo reported that the Circuit Court ruled in favor of the Mayor in the Police Commission case and affirmed that the Mayor does have the authority to unilaterally discipline a commission appointee. However, he further reported that the Kauai County Police Commission will be appealing the Circuit Court's decision to the state Supreme Court. He informed the Committee that he had introduced a Charter amendment which failed to pass which would have specifically excluded elected officials or a commission appointed department head from the Mayor's purview to discipline or remove from office/employment. He concluded by informing the Committee that the Kauai County Council is preparing for the next budget cycle. C. NACo Report. Maui Councilmember Hokama reported that Paul Stebbins, CEO of the World Fuel Services Corporation, spoke at the last NACo Board meeting regarding options to delay the looming "fiscal cliff." He informed the Committee that Mr. Stebbins emphasized that the international community is closely watching how the federal government will effectively deal with the"fiscal cliff." He also highlighted the potential 2 ramifications of the perceived success of"American-style democracy" on the world stage. Secretary Chang added that Mr. Stebbin's perspectives were particularly intriguing because he and his company represent the top one percent of Americans who control the majority of the financial wealth in this country. Secretary Chang informed the Committee that the Hawaii NACo delegation are the only Asian members on the NACo Board of Directors. He concluded by emphasizing Maui Councilmember Hokama's accomplishment of winning his election to become NACo's 2nd Vice President. D. WIR Report. President Rapozo stated that there was no WIR report. V. UNFINISHED BUSINESS There was no unfinished business. VI. NEW BUSINESS A. Communication from Kauai County Council Chair Jay Furfaro transmitting for the Committee's approval, proposals to be included in the 2013 HSAC Legislative Package. This item was received and filed. B. Discussion regarding the 2013 HSAC Legislative Package. Secretary Chang stated that the City and County of Honolulu will be transmitting to the Committee an approved 2013 Legislative Package to the Committee to meet the state legislative deadlines. President Rapozo stated that with the anticipated reorganization of the state House of Representatives, HSAC is poised to become an even more important lobbying voice representing and protecting County interests at the state legislature. Maui Councilmember Hokama encouraged the Committee to invite their respective Mayors to attend Committee meetings, He emphasized that HSAC should be the sole entity lobbying County interests at the state legislature and should represent an united effort between the Counties' executive and legislative branches. C. Discussion regarding the 2013 HSAC Annual Conference. President Rapozo informed the Committee that the 2013 HSAC Annual Conference will be held on June 20 21, 2013, at the Kauai Beach Resort. 3 VII. ANNOUNCEMENTS A. Schedule next meeting. The next Executive Committee meeting was scheduled for January 15, 2013 at Honolulu Hale. B. Other Announcements. Maui Councilmember Hokama outlined the scheduled locations for the CY 2014 through CY 2018 annual NACo conferences. Treasurer Pontanilla expressed his gratitude to serve as a Committee member and bid farewell to his fellow Committee members. President Rapozo, Secretary Chang, and Maui Councilmember Hokama expressed their appreciation to Treasurer Pontanilla for his service to the Committee and HSAC.
