Your Committee on Public Works and Parks, to which was referred Communication No.
731, and attached Bill No. 238, reports as follows:
The purpose of Bill No. 238 is to amends Chapter 24, Article 10, Division 1, Section 24-
255, Schedule 3 (25 mile per hour limit), subsection (c) South Hilo, item (11), of the
Hawaii County Code 1983 (1995 Edition) to read as follows:
"(11) Kukuau Street, from [Komohana] Kumukoa Street to Kapiolani Street."
Bill No. 238 also amend Chapter 24, Article 10, Division 1, Section 24-257, Schedule 5
(35 mile per hour limit), subsection (c) South Hilo, item (19), of the Hawaii County
Code 1983 (1995 Edition) to read as follows:
"(19) Kukuau Street, from [Komohana] Kumukoa Street to its mauka terminus."
Communication No. is from Deputy Chief Engineer Jiro A. Sumada, dated March 29,
2000, transmitting Bill No. 238 for the Council's review and consideration. Mr. Sumada
states that they were referred a complaint from the Mayor's office to raise the existing 25
miles per hour speed limit along Kukuau Street makai of Komohana Street. A speed
study was conducted, and the Department of Public Works concur that the speed limit
should be raised to 35 miles per hour from Komohana Street to Kumukoa Street. Mr.
Sumada also states that since the sections of Kukuau Street makai of Kumukoa Street are
narrow, the existing 25 miles per hour speed limit should remain.
Council Member B. J. Leithead-Todd expressed two concerns: (1) proper signage should
be installed notifying motorists to reduce speed at the bottom and; (2) as traffic funnels to
the bottom of the roadway it could be a problem because motorists tend to drive above
the assigned speed limit.

Your Committee is in accord with the purpose and intent of Bill No. 238, and recommends
that it pass first reading.
