APPROVAL OF AGENDA II: The Committee approved the agenda. N.... Aiixi III, MINUTES The Committee approved the minutes of the December 13, 2012, Executive Committee meeting. IV. REPORTS A. Treasurer's Reports The following item was approved by the Executive Committee: 1. Treasurer's Report for December 2012, as submitted by the HSAC Treasurer. B. County Reports 1. Maui County Report. Treasurer Victorino reported that the Maui County Council organized with Maui Councilmember Gladys Coelho Baisa as its Council Chair and Maui Councilmember Robert Carroll as its Council Vice Chair. He further reported that the Maui Island Plan has been completed and the County now faces the implementation of the Maui Island Plan. 2. Hawaii County Report. Vice President Onishi reported that he will be introducing a resolution to urge the state Legislature to approve a$2.8M appropriation for the implementation of the Hawaii Health Systems Corporation Primary Care Training Program (Program). He clarified that that the Program is administered by the Hilo Medical Center in coordination with the Hawaii Health System Corporation regions. He concluded by stating that he has been nominated to be a WIR Board of Director. 3. City and County of Honolulu Report. Secretary Chang reported that Honolulu Councilmembers Kimberly Pyne and Ron Menor were inaugurated on January 3, 2013. He further reported that Honolulu Councilmembers Ernest Martin and Ikaika Anderson remain the Council Chair and Vice Chair, respectively, with Honolulu Councilmember Breene Harimoto as the new floor leader. He concluded by stating that the Honolulu City Council approved the 2013 HSAC legislative package on January 9, 2013. 4. Kauai County Report. President Rapozo reported that the Kauai County Council received a briefing by the Kauai County Department of Finance outlining the financial outlook for Kauai County. He further reported that Kauai Councilmember Nadine Nakamura is the new Kauai County Council Vice Chair. 2 C. NACo Report. President Rapozo stated that Kauai Councilmember Gary Hooser and Hawaii County Councilmember Dennis "Fresh" Onishi are replacing former Kauai County Councilmember KipuKai Kualii and former Hawaii County Councilmember K. Angel Pilago as NACo Board of Directors. Maui Councilmember Hokama informed the Committee that the upcoming NACo legislative conference to be held in Washington D.C. on March 2-6, 2013, has been shortened by one day compared to past legislative conferences because ending the conference one day earlier results in substantial cost savings for smaller Counties who wish to participate in the legislative conference. He further reported that NACo staff is scheduling appointments for County delegates to meet with the Hawaii congressional delegation. D. WIR Report. President Rapozo stated that there was no WIR report. V. UNFINISHED BUSINESS A. Discussion regarding the hiring of an HSAC State Director, modification to membership structure, and corporate sponsorship. This item was deferred to the February Committee meeting. VI. NEW BUSINESS A. Communication from Hawaii County Clerk Stewart Maeda regarding the 2013 HSAC legislative package as adopted by the Hawaii County Council. This item was received and filed. B. Communication from Maui County Clerk Jeffrey T. Kuwada regarding the 2013 HSAC legislative package as adopted by the Maui County Council. This item was received and filed. C. Discuss and approve the communication from Kauai County Council Vice Chair Nadine K. Nakamura regarding the HSAC, NACo, and WIR representatives for the remainder of FY 2013. This item was approved. D. Discuss and approve the communication from HSAC President Mel Rapozo regarding a proposed amendment to the HSAC bylaws regarding travel expenses. 3 This item was approved. E. Discuss and approve the communication from HSAC President Mel Rapozo regarding a proposed amendment to the FY 2013 HSAC annual operating budget regarding travel expenses. This item was approved. F, Discuss and approve the communication from Kauai County Council Chair Jay Furfaro requesting $3,000 seed money to establish a checking account for the 2013 HSAC annual conference and place a deposit to secure the conference venue. This item was approved. G. Discuss the communication from Vice President Dennis "Fresh" Onishi regarding the Hawaii Health Systems Corporation's Primary Care Training Program. Boyd Murayama, Medical Group Practice Director from the Hawaii Health Systems Corporation (HHSC), informed the Committee that the Hawaii Health Systems Corporation Primary Care Training Program (Program) trains family medicine residents, nurse practitioners, clinical pharmacists, nursing students and clinical psychologists in a rural setting. He explained that the Program was created in 2006 in Hilo in conjunction with UH Manoa JABSOM using $2M in seed money. In FY 2009, the state Legislature appropriated an additional $4M to the Program, however, when the economy down turned, Governor Linda Lingle did not release this $4M legislative appropriation. The Program addresses the on-going shortage of family medicine primary care physicians who practice in rural settings. He stated that the Program is now housed in and administered by the Hilo Medical Center. He explained that it is envisioned that the Program will have two participant phases Program participants will train on the Big Island during Phase One and then train either on the islands of Kauai or Maui during Phase Two. He stated that statistics show that up to 50 percent of health care professionals who train in a rural setting remain in those rural communities after they complete training. He informed the Committee that statistics show that the United States will experience an overall shortage of 50,000 primary care physicians by the year 2020. He stated that the Program seeks to provide Hawaii, particularly Hawaii's rural communities, with "homegrown" primary care health care professionals. 4 Vice President Onishi asked that this item be deferred until the February Committee meeting that he is requesting to be held in Hilo, Hawaii County. This item was deferred to the February Committee meeting. H. Discuss and approve the 2013 HSAC legislative package, as follows: i. A Bill for an Act relating to agricultural product branding and country or region of origin labeling. ii. A Concurrent Resolution urging the United States Department of Homeland Security and the United States Attorney General to ease visa restrictions for the People's Republic of China. iii. A Resolution/Concurrent Resolution urging the Governor and the Legislature of the State of Hawaii to preserve the Counties' share of the transient accommodation tax. iv. A Bill for an Act relating to Hawaii Employer-Union Health Benefits Trust Fund Board of Trustees. v. A Bill for an Act relating to the Employees' Retirement System. vi. A Bill for an Act relating to traffic infractions. President Rapozo stated that a legislative proposal to repeal the sunset date applied to the liability protection afforded to Counties for natural conditions on or near public beach parks should have been included in the Kauai County submission to the 2013 HSAC legislative package. He requested that the Committee invoke section 12 of the HSAC bylaws which states that that "The Committee may add legislative items to the HSAC Legislative Package during the Legislative Session if the measures promote the counties' home rule authority and/or increase the counties' revenue." He stated that he believed that this legislative proposal qualified under the two topic categories stated in section 12, HSAC bylaws. In response to a query, he stated that the current County liability protection sunsets on June 30, 2014. In response to another query, he stated that it was an oversight that this legislative proposal was not included in Kauai County's submission to the 2013 HSAC legislative package. He added that this proposal was included in the 2012 HSAC legislative package but failed to pass during the requisite legislative session. 5 President Rapozo made a motion to amend the 2013 HSAC legislative package to include this legislative proposal to the posted legislative package. The motion was approved. President Rapozo made a motion to approve the 2013 HSAC legislative package as amended. This item, as amended, was approved. 1. Discuss and approve the following NACo and WIR officers for the remainder of FY 2013. NACo Board of Directors a. Gary L. Hooser, County of Kauai b. Michael P. Victorino, County of Maui ii. WIR Board of Directors a. Mel Rapozo, County of Kauai b. Dennis "Fresh" Onishi, County of Hawaii President Rapozo stated that these Councilmembers replace former Councilmembers who did not win their County elections in the most recent election cycle. Maui Councilmember Hokama stated that Secretary Chang currently holds the at-large NACo board of director appointment, which is made at the discretion of the NACo President. He further stated that Secretary Chang is now the most senior NACo Board Director in the Hawaii delegation and the Committee may consider assigning the NACo Board of Directorships in order of seniority. Specifically, Secretary Chang would receive the NACo Board of Directorship endowed to a state which has at least one active member County. President Rapozo stated that Maui Councilmember Hokama's suggestion would be best explored at the HSAC annual meeting to be held in June on Kauai to solicit commentary from the general membership. This item was approved. 6 VII. ANNOUNCEMENTS A. Schedule next meeting. The next Executive Committee meeting was scheduled for February 4, 2013 at Hilo, Hawaii County Council Chamber. B.
