SUBJECT: Proposed Amendments to Resolution No. 51-13; Relating to Supporting the
Community Development Block Grant Program
Please find attached proposed amendments to Resolution No. 51-13. The proposed
amendments are illustrated below in Ramseyer format with respect to the contents of Resolution
No. 51-13, and bolded for illustrative purposes.
1. The title is amended to read as follows:
"A RESOLUTION URGING THE NATIONAL ASSOCIATION OF
COUNTIES TO SUPPORT [CONTINUED] INCREASED FEDERAL
FUNDING FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT
PROGRAM."
2. The eighth "WHEREAS" clause is amended to read as follows:
"WHEREAS, the NACo Legislative Conference will consider a resolution supporting
[ ] a funding increase from $2.9 billion to $3.3 billion per year for
the CDBG program; and"
3. The enacting clause is amended to read as follows:
"BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the National Association of Counties is urged to approve a resolution
supporting [continued] increased federal funding for the community
development block grant program."

4. The final clause is amended to read as follows:
"BE IT FURTHER RESOLVED that the County Clerk shall transmit a copy
of this resolution to the President of the National Association of Counties, the
Chair of the NACo [ ] Community and Economic
Development Steering Committee, the President of the Hawai`i State
Association of Counties, the Secretary of the Hawai`i State Association of
Counties, the Chair of the Maui County Council, the Chair of the Council of
the City and County of Honolulu, and the Chair of the Kaua`i County
Council."
A draft copy of Resolution No. 51-13, Draft 2, is attached with these proposed amendments
incorporated therein.

A RESOLUTION URGING THE NATIONAL ASSOCIATION OF COUNTIES TO
SUPPORT INCREASED FEDERAL FUNDING FOR THE COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM.
WHEREAS, the Community Development Block Grant (CDBG) program is authorized
by Title I of the Housing and Community Development Act of 1974, as amended; and
WHEREAS, the CDBG program seeks to promote viable urban communities by
providing decent housing, a suitable living environment, and expanded economic opportunities
for persons of low and moderate income; and
WHEREAS, under the current formula, Hawai`i County receives about $2,500,000 in
CDBG funds per year to fill essential community needs; and
WHEREAS, CDBG funds must benefit 51 percent or more of low- and moderate-
income families in the area; and
WHEREAS, the CDBG program is a flexible program that provides communities with
resources to address a wide range of unique community development needs; and
WHEREAS, the potential future budget cuts to the CDBG program would have a
negative effect on communities nationwide; and
WHEREAS, the National Association of Counties (NACo) Legislative Conference will
convene March 2-6 in Washington, D.C.; and
WHEREAS, the NACo Legislative Conference will consider a resolution supporting a
funding increase from $2.9 billion to $3.3 billion per year for the CDBG program; and
WHEREAS, funding for the CDBG program will help the citizens of the County of
Hawai`i and other communities across the United States build communities and recover from the
recent economic downturn; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
National Association of Counties is urged to approve a resolution supporting increased federal
funding for the community development block grant program.
BE IT FURTHER RESOLVED that the County Clerk shall transmit a copy of this
resolution to the President of the National Association of Counties, the Chair of the NACo
Community and Economic Development Steering Committee, the President of the Hawai`i State
Association of Counties, the Secretary of the Hawai`i State Association of Counties, the Chair of
the Maui County Council, the Chair of the Council of the City and County of Honolulu, and the
Chair of the Kaua`i County Council.
