Mayor --?- � � Acting Director Walter K.M.Lau ire cF'M�.� Managing Director County of Hawai`i DEPARTMENT OF ENVIRONMENTAL MANAGEMENT 25 Aupuni Street • Hilo,Hawai'i 96720 (808)961-8083 Fax(808)961-8086 http://co.hawaii.hi.us/directory/dir envmng.htm January 23, 2013 J Yoshimoto, Chair r� And Members of the Hawai`i County Council 25 Aupuni Street Hilo, Hawai`i 96720 Subject: RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC SEWER FROM KAHIKINI STREET TO A SEWER, UTILITY, AND ACCESS EASEMENT FOR MOHOULI SENIOR PHASE I, LLLP (TMK 2- 4-001:177), THE HAWAI'I ISLAND COMMUNITY DEVELOPMENT CORPORATION (TMK 2-4-001:184), AND THE COUNTY OF HAWAI'I (TMK 2-4-001:176), SITUATED IN WAIAKEA, DISTRICT OF SOUTH HILO, HAWAI'I Dear Chair Yoshimoto and Council Members, Enclosed for your review and consideration in accordance with Section 21-26.1 of the Hawai'i County Code, is the proposed resolution authorizing the extension of the public sewer system for Mohouli Senior Phase I, LLLP, the Hawai'i Island Community Development Corporation, and the County of Hawai'i. An approved Application for Sewer Extension and Location Map are enclosed as supporting documentation. The proposed sewer extension of the public sewer will allow connection of the senior housing facility developed within TMK 2-4-001:177; allow future connection of TMK 2-4-001:184, which is owned by the County of Hawai'i and leased to the Hawai'i Island Community Development Corporation for the planned development of an Adult Day Care Facility; and allow future connection of TMK 2-4-001:176, which is owned by the County of Hawai'i for the planned development of a Fire Administration Support Complex. The Applicant elects to construct the proposed extension and bear the total cost of the installation and requests reimbursement for the cost of the sewer extension in accordance with Section 21- 28(a), Hawai'i County Code. The reimbursable public sewer extension is the upstream segment from the existing terminal manhole within Kahikini Street up to the stubouts within TMK 2-4- 001:184 for connection of Lots 2, 3-A, and 3-B. < -es. 5-1-13 Comm. Section 21-27, Hawai'i County Code states that the landowner shall not have any interest in the extension. Therefore, upon DEM'S final acceptance of the approved sewer extension, it will become part of the Public Sewer System and will be the responsibility of the County of Hawai'i Wastewater Division to maintain. This will permit wastewater generated from the proposed housing facility to be treated at the County's Hilo Wastewater Treatment Plant.
