Your Committee on Agriculture, Water and Energy Sustainability, to which was referred
Comm. No. 90, reports as follows:
Communication No. 90, transmitted by Mayor Billy Kenoi, dated January 11, 2013, nominates
Paul E. Bueltmann to a 4-year term on the Game Management Advisory Commission.
Mr. Bueltmann is a lifelong resident of Hawai`i. He is employed by HELCO as an Information
Services Supervisor. Mr. Bueltmann states that he is not affiliated with any political party.
Executive Assistant to the Mayor Charmaine Shigemura introduced Mr. Paul E. Bueltmann as
the District 4 nominee for the Game Management Advisory Commission.
Mr. Bueltmann was present in the Hilo Council Chambers and stated that he moved to the Big
Island from Oahu after high school and is raising his family here. He further stated that many
people on the island are connected to hunting and fishing, which is why the Charter amendment
to form the Commission passed overwhelmingly by a vote of 2 to 1. He also expressed the need
to strike a balance and that proper management of resources does not mean building fences or
shooting animals from helicopters. He concluded by stating the need to be good stewards of the
land and managing the resources given to pass on the legacy of sustainability and self reliance to
future generations.
Council Member Ilagan thanked Mr. Bueltmann for the time spent talking to him and stated that
he looks forward to Mr.Bueltmann's fine work on the Commission.
Council Member Ford confirmed that Mr. Bueltmann hunts mammals on a monthly basis.
Mr. Bueltmann is not required to be present at the final confirmation before the full Council.
Pursuant to Hawai`i County Charter Section 6-9.3, there shall be a game management advisory
commission consisting of nine members who shall be appointed by the mayor and confirmed by
the council.

Your Committee on Agriculture, Water and Energy sustainability is in accord with the purpose
and intent of Comm. 90 and recommends confirmation of the appointment of Mr. Paul E.
Bueltmann to the County of Hawai`i Game Management Advisory Commission.
