HomeMy WebLinkAboutRES 058 Draft 01 2012-2014 .... . .•_� " �;• STATE OF HAWAII COUNTY OF HAWAII RESOLUTION NO. 58 13 A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO APPROVE FUNDS FOR THE CONSTRUCTION OF A PERMANENT BUILDING FOR THE UNIVERSITY OF HAWAII AT HILO COLLEGE OF PHARMACY. WHEREAS, the University of Hawai`i at Hilo College of Pharmacy(College of Pharmacy) was founded in 2006 and graduated its inaugural class in 2011; and WHEREAS, the College of Pharmacy offers, among other programs,the degrees of doctorate in pharmacy (Pharm.D.) and a doctorate of philosophy (Ph.D.) in pharmaceutical sciences; and WHEREAS, the Accreditation Council for Pharmacy Education (ACPE)has granted full accreditation status to the Pharm.D. program for the two years beginning in June 2011; and WHEREAS, in April 2013 the ACPE will will perform a site visit and, based on their findings, make a recommendation to the Board of Directors for renewal of accreditation of the College of Pharmacy; and WHEREAS, ACPE Accreditation Standard No. 27 states that"The college or school must have adequate and appropriate physical facilities to achieve its mission and goals. The physical facilities must facilitate interaction among administration, faculty, and students. The physical facilities must meet legal standards and be safe, well maintained, and adequately equipped."; and WHEREAS, the College of Pharmacy is scattered across Hilo in multiple temporary and rented locations because it lacks a permanent, central building; and WHEREAS, the Hawai`i State Legislature has not approved funds for construction of the College of Pharmacy building; and WHEREAS, the University of Hawaii System and Governor Neil Abercrombie have identified the College of Pharmacy building as the top capital investment need for the University of Hawai`i; and WHEREAS, the continued lack of a permanent building for the College of Pharmacy places its accreditation status in serious jeopardy; and WHEREAS, House Bill 724 provides for an appropriation for fiscal year 2013-2014 of $5,000,000 for the design of a College of Pharmacy building and $33,000,000 for the first phase of construction; and WHEREAS,the Governor's proposed capital improvements budget provides for an appropriation for fiscal year 2013-2014 of$5,000,000 for the design of a College of Pharmacy building and $33,000,000 for the first phase of construction, and an appropriation for fiscal year 2014-2015 of$3,000,000 for equipment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawaii State Legislature is urged to appropriate funds for construction of the University of Hawaii at Hilo College of Pharmacy building. BE IT FURTHER RESOLVED that the Governor of the State of Hawaii is urged to release funds for construction of the University of Hawaii at Hilo College of Pharmacy building. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Governor Neil Abercrombie, the Honorable Senate President Donna Mercado Kim,the Honorable Speaker of the House of Representatives Joe Souki, the Honorable Senator Brian T. Taniguchi, the Honorable Senator David Y. Ige, the Honorable Senator Gilbert Kahele, the Honorable Representative Isaac W. Choy, the Honorable Representative Sylvia Luke, the Honorable Representative Mark Nakashima, the Honorable Representative Clift Tsuji, the Honorable Representative Richard Onishi, and the Honorable Mayor William P.
