COUNTY OF HAWAII -�� �" %�• STATE OF HAWAII RESOLUTION NO. 62 13 A RESOLUTION URGING THE LEGISLATURE OF THE STATE OF HAWAII TO PASS SENATE BILL NO. 456, RELATING TO THE TRANSFER OF THE MAUNA KEA STATE RECREATION AREA TO THE COUNTY OF HAWAII. WHEREAS, the Mauna Kea State Recreation Area is a 20.5 acre State Park with picnic and lodging at the 6,000 foot elevation, which provides opportunities for nearby pig, sheep, and bird hunting; and WHEREAS, during the 2010 Regular Session, the State Legislature introduced several measures requesting the Department of Land and Natural Resources (DLNR) to pursue transferring this recreation area to the County of Hawai`i, and in 2011 another measure was introduced requesting that such transfer not take place; and WHEREAS, the DLNR continues to face increased fiscal constraints that have resulted in deferred maintenance and infrastructure improvements; and WHEREAS, the transfer of this facility to the County of Hawai`i will allow the DLNR to use its limited resources on other parks and state facilities; and WHEREAS, cooperation between the State and County in managing recreation sites used by the general public will maximize taxpayer revenue and increase government efficiency by optimizing the use of limited financial resources and reducing the amount of deferred maintenance; and WHEREAS, on January 15, 2013, Mayor William Kenoi testified at the State Legislature before the Senate Ways & Means and House Finance committees respectfully asking for the transfer of the Mauna Kea State Recreation Area to the County of Hawai`i, and stated that with proper public investment, the park can offer extraordinary recreational experiences that will allow residents and visitors to fully enjoy this unique and precious park facility; and WHEREAS, the County of Hawai`i has discussed this proposal with the Department of Land and Natural Resources in the past and remains willing to work with the State to take over the operation, maintenance, and improvement of the Mauna Kea State Recreation Area without the transfer of any state personnel or equipment; and WHEREAS, Senate Bill No. 456 proposes to transfer Mauna Kea State Recreation Area from the State of Hawai`i to the County of Hawai`i in fee simple; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawai`i State Legislature is urged to pass Senate Bill No. 456 and approve the transfer of the Mauna Kea State Recreation Area from the State of Hawai`i to the County of Hawai`i in fee simple. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Governor Neil Abercrombie, the Honorable Senate President Donna Mercado Kim, the Honorable Speaker of the House of Representatives Joe Souki, the Honorable Senator Malama Solomon, the Honorable Senator Gilbert Kahele, the Honorable Senator Russell Ruderman, the Honorable Senator Josh Green, the Honorable Representative Mark Nakashima, the Honorable Representative Clift Tsuji, the Honorable Representative Richard Onishi, the Honorable Representative Faye Hanohano, the Honorable Representative Denny Coffman, the Honorable Representative Nicole Lowen, the Honorable Representative Cindy Evans, and the Honorable Mayor William P.
