NO. 762/ BILL NO. 251 PLACE: Councilroom TIME: 9:06 a.m. Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks, to which was referred Communication No. 762 and attached Bill No. 251, reports as follows: The purpose of Bill No. 251 is to amend Chapter 24, Article 10, Division 2, Section 24 -264, Schedule 12 (Stop intersections), subsection (f) Kona, of the Hawaii County Code 1983 (1995 Edition), by requesting authorization for a multi -way stop at the Kuakini Highway and Kaiwi Street intersection. Communication No. 762, is from Deputy Chief Engineer Jiro A. Sumada, dated April 20, 2000, who states that the Department of Public Works has received a request to authorize a multi -way stop at the Kuakini Highway and Kaiwi Street intersection. Mr. Sumada states that an accident study was conducted, and found that this intersection met the warrants for a multi -way stop. Mr. Richard Nishimura, Traffic Division Chief informed Your Committee that studies were conducted in 1991, 1995, 1997, and 2000. In reviewing of the statistics of these studies, the Department of Public Works concurs with this proposal. Mr. Nishimura said they looked at the distribution of traffic as to how accidents can be avoided, and the delays of traffic flow. Mr. Nishimura stated they would inform the public of this matter by putting out a press release. Council Member J. Curtis Tyler, III requested that Mr. Nishimura and the Traffic Department review the possibility of a longer interval delay time when turning onto Kuakini Highway from Kaiwi Street. y Committee on Public Works & Parks Comm. No. 762/13ill No. 251 Page 2 Mr. Nishimura also informed Your Committee that a Draft 2 is forthcoming stating that when making a right turn from Kuakini Highway onto Kaiwi Street to Queen Kaahumanu Highway as a "yield" right lane.
