K BUJ Al POLICE CHIEF SUBJECT: CALEA ACCREDITATION RECOGNITION I would like to take this opportunity to express my sincere appreciation for recognizing our staff on February 6, 2013, on our attaining accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA). Unfortunately, I was out of state on business and unable to attend. This was a historical event for the department and is a tribute to the hard work and dedication of our sworn and civilian employees to bring the Hawaii Police Department up to nationally recognized professional standards of a law enforcement agency. The Hawaii Police Department now meet an established set of professional standards which: ➢ Required the Hawaii Police Department to improve upon our established written directives to be comprehensive, inclusive and uniform throughout our department. This has been shown to be one of the most successful methods for reaching administrative and operational goals, while also providing direction to personnel; ➢ Provides me, as Police Chief, an up-to-date analysis of current crime and traffic trends that enable me to make fact-based, informed management decisions to efficiently direct our limited resources; Comm. Date FEB 1 2 2013 HAWAII COUNTY COUNCIL MEMBERS FEBRUARY 11, 2013 PAGE 2 ➢ Required a review of our preparedness program to ensure the Hawaii Police Department is prepared to readily address natural or man-made critical incidents; ➢ Provide a means by which we, as representatives and employees of the Hawai'i Police Department, can improve upon our relationship with the community; ➢ Strengthen our accountability both internally as a law enforcement agency and, equally as important, with the community. This is accomplished through a continuum of standards that clearly define authority, performance and responsibilities. The employees of the Hawai'i Police Department are committed to the ongoing process of continually improving our professionalism, delivery of services and relationship with the community we serve. Once again, on behalf of all the employees of the Hawai'i Police Department, I would like to convey our sincere appreciation to each and every one of you for recognizing our accomplishment for which we are truly proud. We look forward to your continued support and working with you to ensure safe communities here on our island. HSK/Ivp
