Dear Chairman Yoshimoto and Council Members:
It is my pleasure to nominate Mr. Charles M. Heaukulani from the Puna District to the
County of Hawaii Windward Planning Commission. Mr. Heaukulani is a 40-year
resident of Hawaii. After receiving his JD from the William S. Richardson School of
Law in 1991, he worked as an attorney with Carlsmith Bell/Brooks, Tom, Porter,
Quitiquit, before starting his own law firm in 2003. He is currently self-employed at the
The Law Offices of Charlles M. Heaukulani, LLC.
Mr. Heaukulani is a member of the Royal Order of Kamehameha I, Mamalahoa, the
Kiwanis Club of East Hawai'i, and he is involved with the American Youth Soccer
Association (AYSO). He states that he is not affiliated with any political party. If
confirmed, Mr. Heaukulani will serve a term that will expire March 31, 2016, replacing
Mr. Zendo Kern who resigned after being elected to the Hawai'i County Council.

RE: Communication No. 142 : Nomination of Mr. Charles Heaukulani to the Windward
Planning Commission
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
