SUBJECT: BILL 25 - AMENDMENTS TO HAWAII MODEL ENERGY CODE
Attached please find a revised draft of Bill 25. The
original bill, discussed at the January 21, 1997 meeting of
the Committee on Public Works and Parks, has been changed
in two places as follows:
• In Section 10, on page 12, the date of November 23, 1994
has been changed to March 31, 1997. This change has been
made to address the concern expressed about the
retroactivity of the requirement for the building
envelope of shell or speculative buildings and warehouses
to be upgraded to Code requirements when converted to
facilities for human occupancy.
• In Section 16, on page 14, the wording is changed so as
to have the ordinance take effect on April 1, 1997 rather
than the date of Council approval.
Building Division have agreed to these two changes. The new
dates have been selected in the interests of facilitating
code adherence by the public and implementation by the
Building Division.
