Dear Chairman Yoshimoto and Members of the County Council:
Subject: GEOTHERMAL RELOCATION AND COMMUNITY BENEFIT FUND, FUND
BALANCE
Pursuant to Section 10-8 of the Hawai`i County Charter relating to supplemental appropriations, I
am taking this means to certify that there is a balance of$2,453,810.24 in the Geothermal
Relocation and Community Benefit Fund fund balance as of June 30, 2012. We are proposing the
appropriation of$700,000 of the fund balance to the Geothermal—OCE account for use by the
Planning Department.
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the Geothermal
Relocation and Community Benefit's Fund Balance from Previous Year revenue account by
$700,000 and then appropriating it to the Geothermal—OCE account.
The remaining balance of$1,753,810.24 in the Geothermal Relocation and Community Benefit
Fund fund balance will be kept in reserve for future appropriation needs.

A. REQUEST:
Transfer$700,000 from Geothermal Relocation and Community Benefit Fund balance to Geothermal
Relo/Comm fiscal budget for 2012-13.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Funds are needed to address the multiple relocation requests that are being processed under the authority
and procedures setforth by Ordinance No. 96-2 and Rule No. 10 of the Planning Commission Rules of
Practice and Procedure regarding Geothermal Relocation Program . At present there are twenty-three (23)
requests for relocation. Relocation cost estimates for the individual affected properties were based on 130%
of the appraised value with an cumulative cost estimate of$5,276,000. Funds within the Geothermal
Relocation/Community Benefit Fund are not sufficient to cover the purchase of all 23 affected properties. As
the Geothermal Relocation/Community Benefit Fund are replentished, the department will be able to process
these requests in date order they were submitted. This request for the transfer of funds to the Geothermal
Relocation/Community Benefit Fund are needed to meet the first few relocation requests that will be
processed in the present fiscal year.
