No. 118 PLACE: Council Chambers Kona, Hawai`i TIME: 11:16 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Communication No. 118, reports as follows: Communication No. 118, transmitted by Mayor William P. Kenoi dated January 25, 2013, requests review and favorable recommendation of the nomination of Ms. Arlene Waugh to the County of Hawai`i Pension Board. Ms. Waugh is a lifelong resident of Hawai`i. From 1982 to 2006, she was employed by the County of Hawai`i Office of the County Clerk as Legislative Information Reference Technician. She states that she is not affiliated with any political party. If confirmed, she will serve a term to end on December 31, 2015. Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward with Nominee Waugh. She provided background information, expressed the Mayor's support, and requested Council's favorable action of this appointment. Ms. Waugh declared her willingness to serve and do her best as a member of the Pension Board. Several Council Members expressed support of Ms. Waugh's appointment to the Pension Board. Ms. Wille expressed concern for the absence of community service and personal references on Ms. Waugh's application. Ms. Waugh responded and confirmed her involvement with the church, and has many network affiliations with the County of Hawai`i. Corporation Counsel Lincoln Ashida appeared before Your Committee and affirmed that a County retiree is allowed to be a member of the Pension Board, with no restriction or prohibition, as verified by the County Charter and the State and County Pension Board's current rules and regulations. Mr. Onishi thanked Ms. Waugh for her 30 plus years of volunteer services to the Election's Division and for her years of service with the County of Hawai`i. Ms. Waugh is not required to be present at full Council for final confirmation. FC Report No.35 FC-35 Page 2 February 19, 2013 Pursuant to Chapter 6, §6-6.4, Hawai`i County Charter, there shall be a pension board consisting of five members who shall be appointed by the mayor and confirmed by the council in the manner prescribed in Section 13-4. Your Committee on Finance is in accord with the purpose and intent of Comm.
