RESOLUTION NO. 67 13
RESOLUTION CREATING TWO (2) VEHICLE REGISTRATION AND
LICENSING (VRL) CLERK II POSITIONS FOR THE DEPARTMENT OF
FINANCE
WHEREAS, Senate Bill 2506, S.D. 2. H.D. 1 was signed into law under Act 310,
which consolidates the driver's license and civil identification programs for the State of
Hawaii, under the Department of Transportation; and
WHEREAS, the issuance of Hawaii State Identification (SID) cards has been
delegated to the counties; and
WHEREAS, the creation of two (2) VRL Clerk II positions, SR-13, one (1) to be
located at the Hilo Vehicle Registration and Licensing branch, and one (1) to be located
at the Kona branch will ensure the residents in those districts are served, and will lessen
the shortage of staff and subsequent interruptions of service within the other district
offices; and
WHEREAS, these positions are required in order to take over the issuance of
SID cards from the State; and
WHEREAS, the State of Hawaii is funding these positions; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that
the Mayor has the power to "Create positions...for which appropriations have been
made by the council..."; now therefore
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that two
(2) VRL Clerk II, SR-13, positions be created in the Department of Finance.
BE IT FURTHER RESOLVED that sufficient funds will be provided by the State
of Hawaii to pay for the Salaries and Wages of these positions.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
Departments of Finance and Human Resources.
