Your Committee on Finance, to which was referred Resolution No. 54-13, reports as follows:
Resolution No. 54-13, transmitted jointly with Bill No. 35, by Finance Director Nancy Crawford via
Communication No. 123, dated January 30, 2013, authorizes the Mayor to enter into an agreement
with the State of Hawai`i, pursuant to HRS 46-7, to accept a rebate from Hawai`i Energy. The rebate
funds will be used towards future energy savings efforts by the Department of Public Works Traffic
Division.
Traffic Division Chief Ron Thiel explained the status of the LED conversion program. During the
Obama administration, $500,000 of American Recovery and Reinvestment Act (ARRA) funds was
received by the County to convert low-pressure sodium lights to LED lights. He stated that the
resolution will allow the County to receive more rebate funds for more LED lights. The rebate is
determined by the amount of energy saved over a one-year period, which amounts to approximately
$35 per light. There are approximately 9,000 lights that are maintained by the County. The County's
energy bill is approximately $1.8 million per year; however, with the conversion completed, he
estimates a saving of$1 million per-year. Mr. Thiel noted that 15 percent of the conversion is
completed.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 54-13, and
recommends its adoption.
