RESOLUTION NO. 77 13
A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO
APPROPRIATE FUNDS FOR THE CONSTRUCTION OF A NEW ELLISON S.
ONIZUKA SPACE CENTER AT THE KONA INTERNATIONAL AIRPORT, ISLAND
OF HAWAII.
WHEREAS, the Ellison S. Onizuka Space Center is a nonprofit educational facility
established in 1991 to commemorate Colonel Ellison S. Onizuka, U.S. Air Force, who lost his
life aboard the space shuttle, Challenger, on January 28, 1986, along with six other American
astronauts; and
WHEREAS, the Ellison S. Onizuka Space Center is currently located at the Kona
International Airport and was built with funding from the Department of Transportation; and
WHEREAS, the Ellison S. Onizuka Space Center is dedicated to reaching out to children
and adults to further their understanding of science and space; and
WHEREAS, the Center's interactive exhibits and videos tell the history of manned space
flights, physics, and daily life in space; and
WHEREAS, the overall master plan for the expansion of the Kona International Airport
involves the relocation of the Ellison S. Onizuka Space Center to a different area of the airport;
and
WHEREAS, relocating the Center would provide additional space within the airport's
central location, allowing the airport to earn more revenue; and
WHEREAS, the proposed facility, which will be approximately 5,500 square feet, is
expected to be completed in 2014 and will include exhibit spaces, an auditorium, classrooms,
and conference rooms; and
WHEREAS, House Bill No. 1468 provides for an appropriation for fiscal year 2013-
2014 in the amount of$3,000,000 to be expended by the Department of Transportation for the
construction of a new Ellison S. Onizuka Space Center; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Hawai`i State Legislature is urged to appropriate funds for the construction of a new Ellison S.
Onizuka Space Center at the Kona International Airport, Island of Hawai`i.
BE IT FURTHER RESOLVED that the Governor of the State of Hawai`i is urged to
release funds for the construction of the new Ellison S. Onizuka Space Center.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Governor Neil Abercrombie;the Honorable Senator David Y. Ige,
Chair of the Committee on Ways and Means; the Honorable Senator Michelle N. Kidani, Vice
Chair of the Committee on Ways and Means; the Honorable Representative Sylvia Luke, Chair
of the Committee on Finance; the Honorable Representative Scott Y. Nishimoto, Vice Chair of
the Committee on Finance; the Honorable Senator Josh Green; the Honorable Senator Malama
Solomon; the Honorable Representative Cindy Evans; the Honorable Representative Nicole
Lowen; the Honorable Representative Denny Coffman; and the Honorable Mayor William P.
Kenoi.
