The Governor set aside the parcel to the State Department of Accounting and General Services through Executive Order No. 2371. The Department of Public Works wishes to use and occupy this facility by their General Services Section as a satellite office and base yard to service the area from Laupahoehoe to Kohala. The State Department of Accounting and General Services no longer uses this building and is willing to grant the County its use through a Revocable Right-of- Entry. Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawai`i in order to allow the Department of Public Works to occupy and use the Honoka`a Vector Control Building by way of a Revocable Right of Entry agreement. REQUEST: To allow the Department of Public Works, General Services Section to use and occupy the Honoka'a Vector Control Building as a satellite office and base yard. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The Department of Public Works would like to allow the General Services Section to use and occupy the facility identified by the State Department of Accounting and General Services as the Former Honoka'a Vector Control Building. The State no longer uses this facility and is willing to grant the use through a Revocable Right-of-Entry to the County. The General Services Section will use and occupy it as a satellite office and base yard to service the area from Laupahoehoe to Kohala. The only financial cost to the County would be for all physical improvements required for occupancy and all utility and maintenance. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda. Sincerely, Valerie T.
