Dear Chairman Yoshimoto and Council Members:
It is my pleasure to nominate Ms. June R. Rabago to the County of Hawai'i Merit
Appeals Board. Ms. Rabago is a 43-year resident of Hawai'i. She retired as the Hawaii
Division Director of the United Public Workers in 2012, where she had been employed
since 1996.
Ms. Rabago is a past member of the Workforce Investment Board, and a past board
member of the Hawaii Island United Way. She previously served as a member of the
County of Hawaii Transportation Commission. Ms. Rabago states that she is a
Democrat. If confirmed, she will serve a term to expire on December 31, 2017.

RE: Communication No. 174 : A Nomination Requesting Review and Favorable
Recommendation of the Nomination of Ms. June R. Rabago to the Hawai`i County Merit
Appeals Board.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
