SUBJECT: Proposed Amendments to Resolution No. 52-13; Renaming the Saddle Road in Honor
of Sen. Daniel K. Inouye
Please find attached proposed amendments to Resolution No. 52-13. The proposed
amendments are illustrated below in Ramseyer format with respect to the contents of
Resolution No. 52-13, and bolded for illustrative purposes.
1. The title is amended to read as follows:
"A RESOLUTION URGING THE [ ] STATE OF HAWAII
DEPARTMENT OF TRANSPORTATION TO RENAME THE SADDLE ROAD IN
HONOR OF DANIEL K. INOUYE.”
2. A new clause is inserted as the seventh clause to read as follows:
"WHEREAS, upon completion of the realignment of the Saddle Road, the State
of Hawaii Department of Transportation will have sole jurisdiction over the highway;
and"
3. The eighth clause is stricken and replaced by a new clause to read as follows:
"[WHEREAS, Hawai`i Senate Bill Ale. 50 would rename the Saddle Road the
"Daniel K. Inouye legacy highway"; and]
WHEREAS, Hawai`i Senate Resolution No. 21, Hawaii Senate Concurrent
Resolution No. 43, and House Concurrent Resolution No. 42 request the State of
Hawaii Department of Transportation,when appropriate, to rename the Saddle Road
the "Daniel K. Inouye Legacy Highway"; and"

4. The enacting clause is amended to read as follows:
"BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
the [Legislature of the] State of Hawai`i Department of Transportation is urged to rename
the Saddle Road in honor of Daniel K. Inouye."
5. The final clause is amended to read as follows:
"BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Governor Neil Abercrombie, the Honorable Senate President
Donna Mercado Kim, the Honorable Speaker of the House of Representatives Joe Souki, [the
Denny Coffman, the Honorable Representative Nicole Lowen, the Honorable Representative
Cindy Evans,] Department of Transportation Director Glenn M. Okimoto,and the
Honorable Mayor William P. Kenoi."

amendments incorporated therein.

A RESOLUTION URGING THE STATE OF HAWAII DEPARTMENT OF
TRANSPORTATION TO RENAME THE SADDLE ROAD IN HONOR OF DANIEL K.
INOUYE.
WHEREAS, Daniel K. Inouye was elected as the United States Senator from Hawai`i in
1962, and re-elected in 1968, 1974, 1980, 1986, 1992, 1998, 2004 and 2010; and
WHEREAS, Senator Inouye was chair of the Appropriations Committee and President Pro
Tempore at the time of his death on December 17, 2012; and
WHEREAS, Senator Inouye represented the people of Hawai`i and the nation honestly and
to the best of his ability; and
WHEREAS, Senator Inouye used his seniority and influence during his nearly 50 years in
the Senate to help Hawai`i benefit from federal expenditures relating to national defense,
transportation, higher education, astronomy, agriculture, economic development and community
development; and
WHEREAS, Senator Inouye directed federal funds to Hawai`i for the realignment of State
Route 200, known as the Saddle Road; and
WHEREAS, the completed Saddle Road will support national defense, transportation,
astronomy, agriculture, economic development and community development; and
WHEREAS, upon completion of the realignment of the Saddle Road, the State of Hawai`i
Department of Transportation will have sole jurisdiction over the highway; and
WHEREAS, Hawai`i Senate Resolution No. 21, Hawai`i Senate Concurrent Resolution No.
43, and House Concurrent Resolution No. 42 request the State of Hawai`i Department of
Transportation, when appropriate, to rename the Saddle Road the "Daniel K. Inouye Legacy
Highway"; and
WHEREAS, the renaming of the Saddle Road would not affect the status of federal or state
funding for ongoing and future construction; and
WHEREAS, the renaming of the Saddle Road is an appropriate and permanent way to
remind users of the highway of the legacy of Senator Inouye; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
State of Hawai`i Department of Transportation is urged to rename the Saddle Road in honor of
Daniel K. Inouye.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
