COUNTY OF HAWAII - STATE OF HAWAII
ORDINANCE NO.
AN ORDINANCE RELATING TO LOBBYIST REGISTRATION.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII :
SECTION 1. Chapter 2, article 15, section 2-91. 3, of the
Hawaii County Code is amended by amending subsection (b) (5) to
read as follows :
( 5) This section shall not apply to:
(A) Any individual who represents himself and not
any other person before the council or
administrative agency ;
(B) Any Federal , State , or County official or
employee acting in his official capacity ;
(C) Any elected public official acting in his
official capacity ;
(D) Any newspaper or other regularly published
periodical or radio or television station
(including any individual who owns , publishes ,
or is employed by a newspaper or periodical or
radio or television station) while publishing
in the regular course of business news items ,
editorials , or other comments , or paid
advertisements , which directly or indirectly
urge the passage or defeat of legislative or
administrative action ;
•
(E) Any attorney [who advises his clients on the
construction or effect of proposed legislative
or administrative action] authorized to
practice law in the State of Hawaii , who
represents any person who is affected by any
proposed legislative or administrative action
by the council or any administrative agency;
and
(F) Any person who possesses special skills and
knowledge relevant to certain areas of
legislation , whose skills and knowledge may be
helpful to the legislative and executive
branches of County government , and who is
appearing at the request of the council or an
administrative agency, even though receiving
reimbursement for the appearance .
SECTION 2. Material to be repealed is bracketed. New
material is underscored. In printing this ordinance , the
brackets , bracketed material , and underscoring need not be
included.
SECTION 3. If any provision of this ordinance or the
application thereof to any person or circumstance is held
invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect
without the invalid provision or application, and to this end ,
the provisions of this ordinance are declared to be severable .

SECTION 4. This ordinance shall take effect upon its approval .
