Your Committee on Public Works and Parks, to which was referred Communication No. 783 and attached Bill
No. 261, reports as follows:
The purpose of Bill No. 261 is to amend Chapter 24, Article 10, Division 4, Section 24-276, Schedule 24
(Crosswalks), subsection (g) Puna, of the Hawaii County Code 1983 (1995 Edition) by authorizing amid-block
crosswalk fronting Pahoa School along the Keaau-Pahoa Road, to read as follows:
~ Keaau-Pahoa Road, three hundred fifty-five feet northwest of Kaohe Homestead Road.
Bill No. 261 also amends Chapter 24, Article ] 0, Division 4, Section 24-276, Schedule 24 (Crosswalks), subsection
(g) Puna, of the Hawaii County Code 1983 (1995 Edition) by deleting the following item:
[(8) Olaa to Pahoa Road, in front of the Pahoa School.]
Bill No. 261 would further amend Chapter 24, Article ]0, Division 4, Section 24-276, Schedule 24 (Crosswalks),
subsection (b) North Hilo, of the Hawaii County Code 1983 (1995 Edition) by deleting the following item:
[(1) Mamalahoa Highway, in front of the Papaaloa Theater.]
Bill No. 261 would further amend Chapter 24, Article 10, Division 5, Section 24-280, Schedule 28 (No parking
at anytime), subsection (g) Puna, of the Hawaii County Code 1983 (1995 Edition) is amended by adding the
following to be appropriately numbered and to read as follows:
~ Keaau-Pahoa Road north side from Kaohe Homestead Road and extending five hundred fifteen
feet to the Sacred Hearts Church driveway.
Communication No. 783 is a letter from Deputy Chief Engineer Jiro A. Sumada, dated May 5, 2000, which
transmits Bill No. 261 to the Council for its review and consideration. Mr. Sumada states that a request was made
to the Department of Public Works proposing the mid-block crosswalk along the Keaau-Pahoa Road between Kaohe
Homestead Road and the Sacred Heart Church.

Mr. Sumada further states that they met with the school officials and the Hawaii Police Department Community
Policing to determine the best location for the new crosswalk.
Communication No. 783.01 is from Department of Public Works Traffic Division Chief Richard Nishimura,
dated May 9, 2000, informing that Bill No. 261 also amends the Traffic Code by deleting a crosswalk in front of
the Papaaloa Theater. He further informs that the Papaaloa Theater is not in operation and the building has
been demolished.
Your Committee is in accord with the purpose and intent of Bill No. 261, and recommends that it pass first
reading.
