Subject: A RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC
SEWER FROM THE MANAWALE'A STREET / ANE KEOHOKALOLE
HIGHWAY INTERSECTION THRU THE PROPOSED MANAWALE'A
AND KA'EKA STREETS WITHIN TAX MAP KEYS 7-4-021:026 AND 7-4-
021:044 FOR PHASE 1A OF THE KAMAKANA VILLAGES, SITUATED IN
KEALAKEHE AND KEAHUOLU, NORTH KONA, HAWAI'I, FOR
FOREST CITY HAWAI'I KONA,LLC
Dear Chair Yoshimoto and Council Members,
Enclosed for your review and consideration in accordance with Section 21-26.1 of the Hawai'i
County Code, is the proposed resolution authorizing the extension of the public sewer system to
provide service for the proposed commercial and residential development of the Kamakana
Villages Phase 1A Subdivision. An approved Application for Sewer Extension and Location Map
are enclosed as supporting documentation.
The initial phase of the project (Phase 1A) is to serve Tax Map Keys (TMKs) 7-4-021:035, :036,
:037, :038, :039, and :040 which is owned by FHT Kamakana, LLC. Kamakana Villages is a
Hawai'i Housing Finance and Development Corporation (HHFDC) project that is developed by
Forest City Hawai'i Kona, LLC (Applicant). The Applicant elects to construct the proposed
extension and bear the total cost of the installation and requests reimbursement for the cost of the
sewer extension in accordance with Section 21-28(a), Hawai'i County Code.
The work involves installation of a new sewer line within the proposed Manawale'a and Ka'eka
Streets and will connect to the existing sewer system at the Manawale'a Street/Ane Keohokalole
Highway intersection, which is owned and maintained by the County of Hawai'i. This sewer
extension will permit the wastewater generated from this affordable housing project to be treated
at the County's Kealakehe Wastewater Treatment Plant.

Section 21-27, Hawai'i County Code states that the landowner shall not have any interest in the
extension. In this case, the extension, if approved, will be built within a road right-of-way which
will be dedicated to the County by a separate resolution. For clarity and completeness the road
dedication will also reference the transfer of the sewer extension to the County.
