Re: Agreement with the United States Department of the Army
The Hawai`i Fire Department has been allowed use of Building 59 on Kilauea Military
Camp located within Hawai`i Volcanoes National Park, for the purpose of maintaining and
operating the Volcano Fire Station, since September 15, 2010. The Department of the
Army desires to allow the Hawai`i Fire Department to continue to use Building 59, but
wishes to formalize the process by entering into a License Agreement.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the United
States Department of the Army to allow the Hawai`i Fire Department to continue to use
Building 59, with an indicated term beginning on September 15, 2010 through August 31,
2015.

A. REQUEST:
Please prepare a resolution authorizing the County of Hawaii, Fire Department to enter an agreement with
the U.S. Department of the Army to use the Kilauea Military Camp (KMC) fire station by a license for a term
of five years beginning September 15, 2010 and ending August 31, 2015.
The consideration for this license is the maintenance of the premises for the benefit of the general public as
described in the proposed license.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hawai'i Fire Department's Volcano Fire Station is located at KMC, which is on lands of the United
States, and Council approval is requested to continue to use Building 59 (with 4,000 square feet of space)
for maintenance and operation of a fire station. The License was proposed by the U.S. Army Corps of
Engineers to formalize the use of the station. No other alternative location is readily available to house the
Volcano Fire personnel and vehicles.
