RESOLUTION NO. 85 13
A RESOLUTION REQUESTING THAT THE MAYOR AUTHORIZE THE DIRECTOR
OF FINANCE TO ENTER INTO NEGOTIATIONS FOR THE ACQUISITION OF A
PARCEL TMK: 9-2-185:049 IN THE AHUPUA'A OF KAHUKU, KA`U.
WHEREAS, the major road through Ka`u is the Mamalahoa Highway (Belt Highway)
which is a two-lane road with heavy traffic originating in Ka`u and transiting through Ka`u from
Puna, South Kona and North Kona; and
WHEREAS, vehicular traffic is increasing rapidly on the Belt Highway due to the
increase in job availability. As more jobs become available with the improvement in the
economy, the county may need to provide more buses to reduce the traffic load on the Belt
Highway; and
WHEREAS,to reduce the amount of traffic on the Belt Highway involves mass
transportation of workers and students; and
WHEREAS, an existing Ocean View Park& Ride Bus Lot at the intersection of Prince
Kuhio Boulevard and the Belt Highway (TMK: 9-2-185:049) increases public transportation
availability, reduces cost of living and combustion emissions by removing more vehicles from
roadways; and increases access to other businesses and services in the Kona area; and
WHEREAS, currently, the County of Hawai`i is leasing TMK: 9-2-185:049 for the
Ocean View Park & Ride Bus Lot; and
WHEREAS, this parcel currently has an estimated market value less than $60,000;
however, the county can legally pay only fair market value for the lot; and
WHEREAS, land acquisition can begin immediately due to an owner willing to
negotiate with the county; and
WHEREAS,the purchase of this land will provide greater benefits than the current lease
agreement, in order to insure that this centrally located site will remain in service ; and
WHEREAS,the County Council of Hawai`i wants to purchase TMK: 9-2-185:049
(3.0005 acres) in part or in total and make it a permanent park and ride bus stop; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
Director of Finance is authorized to enter into negotiations for the acquisition of the parcel
described as TMK: 9-2-185:049, pursuant to the terms of this resolution.
BE IT FURTHER RESOLVED that the Director of Finance is authorized to initiate any
funding mechanisms required for the acquisition of this parcel, including but not limited to funds
from private sources, county departments and agencies, general obligation bonds, any state and
federal grants.
BE IT FINALLY RESOLVED that the Clerk of the County of Hawai`i is directed to
transmit copies of this Resolution to the Honorable William P. Kenoi, Mayor of the County of
Hawai`i and Nancy Crawford, Director of Finance.
