No. 128/Bill No. 36 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:05 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 36, reports as follows: <br /> Bill No. 36, transmitted by Council Member Brenda J. Ford, via Communication No. 128 dated <br /> January 31, 2013, amends Ordinance No. 12-87, as amended, relating to public improvements <br /> and financing thereof for the fiscal year July 1, 2012 to June 30, 2013. The amendment is as <br /> follows: <br /> PARKS AND RECREATION <br /> Kahuku Park Improvements, Phase 2, ADA Ramps <br /> (110.599.5598.82) $ 600,000 <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligation Bonds, Capital Projects Fund-Fund Balance <br /> and/or Other Sources $ 600,000 <br /> The proposed bill adds the Kahuku Park Improvements, Phase 2, American Disability Act <br /> (ADA) Ramps project for $600,000 to the Capital Budget. <br /> This project would be one of five phases for Kahuku Park in Ocean View. Ms. Ford stated this <br /> would be an Air National Guard (ANG) project; however, the County would need to provide the <br /> engineering and design. Furthermore, she expressed her concern with ADA compliancy and not <br /> meeting the deadline for ADA grants. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br /> for that year with a two-thirds vote. <br /> FC Report No. 38 <br />
