Your Committee on Finance, to which was referred Bill No. 36, reports as follows:
Bill No. 36, transmitted by Council Member Brenda J. Ford, via Communication No. 128 dated
January 31, 2013, amends Ordinance No. 12-87, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2012 to June 30, 2013. The amendment is as
follows:
PARKS AND RECREATION
Kahuku Park Improvements, Phase 2, ADA Ramps
(110.599.5598.82) $ 600,000
Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund-Fund Balance
and/or Other Sources $ 600,000
The proposed bill adds the Kahuku Park Improvements, Phase 2, American Disability Act
(ADA) Ramps project for $600,000 to the Capital Budget.
This project would be one of five phases for Kahuku Park in Ocean View. Ms. Ford stated this
would be an Air National Guard (ANG) project; however, the County would need to provide the
engineering and design. Furthermore, she expressed her concern with ADA compliancy and not
meeting the deadline for ADA grants.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 36, and
recommends its passage on first reading.
