No. 153/Bill No. 41 PLACE: Council Chambers Hilo, Hawai`i TIME: 2:05 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 41, reports as follows: Bill No. 41, transmitted by Mayor William P. Kenoi, via Communication No. 153 dated February 21, 2013, amends the Geothermal Relocation and Community Benefit Fund of Ordinance No. 12-86, as amended, the Operating Budget for the County of Hawai`i for the fiscal year ending June 30, 2013. The amendment is as follows: From: 095.3609.10 Fund Balance from Geothermal Reloc & Community $ 700,000 Previous Year To: 095.141.5143.02 Geothermal - OCE Geothermal Reloc & Community $ 700,000 The purpose of the transfer is to address the multiple relocation requests that are being processed under the Geothermal Relocation Program authorized by procedures set forth in Ordinance No. 96-2 and Rule No. 10 of the Planning Commission Rules of Practice and Procedure. Mr. Ilagan provided clarification that relocation funds are coming out of the Geothermal Relocation and Community Fund, and not the Geothermal Asset Fund. Mr. Onishi suggested having the Planning Department inspect homes at time of signed exchange, between the landowner and the County, to avoid receiving "gutted" property. Ms. Ford is in support of Mr. Onishi's suggestion and added that it would be hard to prevent theft in relocation acquisitions. Pursuant to Section 10-8, Hawai`i County Charter, when during any fiscal year there are available any funds for appropriation, the mayor shall certify to the county council and the county council FC Report No. 42 FC-42 Page 2 March 12, 2013 may amend or make supplemental appropriations for the year up to the amount of available revenues. Such appropriations may be made by ordinance effective immediately upon adoption.
