Your Committee on Finance, to which was referred Bill No. 42, reports as follows:
Bill No. 42, transmitted by Mayor William P. Kenoi, via Communication No. 154 dated
February 21, 2013, amends the Beautification Fund of Ordinance No. 12-86, as amended, the
Operating Budget for the County of Hawai`i for the fiscal year ending June 30, 2013. The
amendment is as follows:
From:
070.3609.10 Fund Balance from Previous Year Beautification $ 97,000
To:
070.301.5304.12 Roadside Beautification - OCE Beautification $ 72,000
070.500.5551.02 Parks Roadside Beautification- OCE $ 25,000
Fund appropriation of$72,000 (Roadside Beautification), for use by the Department of Public
Works; and fund appropriation of$25,000 (Parks Roadside Beautification), for use by the
Department of Parks and Recreation.
Pursuant to Section 10-8, Hawai`i County Charter, when during any fiscal year there are available
any funds for appropriation, the mayor shall certify to the county council and the county council may
amend or make supplemental appropriations for the year up to the amount of available revenues.
Such appropriations may be made by ordinance effective immediately upon adoption.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 42, and recommends
its passage on first reading.
