Your Committee on Public Works and Parks, to which was referred Communication No. 785,
and attached Bill No. 263, reports as follows:
The purpose of Bill No. 263 is to amend Chapter 24, Article 6, Division 4, Section 24-104, of
the Hawaii County Code 1983 (1995 Edition) relating to the increased complaints from the
public concerning vehicles utilizing larger than stock or oversized tires. The focus of the
complaints has been damage caused by rocks or other hard projectiles being kicked up by
these types of vehicles, which are damaging car windshields, and creating a hazardous
condition.
Communication No. 785 is from Police Chief Wayne G. Carvalho, dated May 5, 2000,
transmitting Bill No. 263 for the Council's review and consideration.
A motion to pass Bill No. 263 failed by the vote reflected below and, therefore, Your
Committee recommends Bill No. 263 be filed.
