Your Committee on Planning, to which was referred Communication No. 149, reports as
follows:
Communication No. 149, from Mayor William P. Kenoi, dated February 15, 2013, transmits the
nomination of Mr. Gregory G. Ogin to the Kona Community Development Plan Action
Committee.
Mr. Ogin lives in Kailua-Kona and has resided on Hawai`i Island for over 30 years. He has been
active in the business community and is the president of Clark Realty Group, which is a Real
Estate and Land Management Company. Mr. Ogin has been active in community organizations
such as: the Kona Kohala Chamber, Rotary Club of Kona, Hawai`i Island YMCA, and the
Kailua Village Design District Commission.
Some Council members expressed concerns with the process by which the names of nominees
are selected by the Mayor. They also voiced concern that the committee does not seem to be
balanced and has too many development oriented members.
Planning Director Leithead Todd explained how the Planning Department reviews the applicants
and interviews nominees based on the criteria stated in the Community Development Plan.
Mr. Ogin was informed that he does not need to appear before the full Council for final
confirmation.

Your Committee on Planning is in accordance with the purpose and intent of Communication
No. 149, and recommends confirmation of the appointment of Mr. Gregory G. Ogin to the Kona
Community Development Plan Action Committee.
