Your Committee on Planning, to which was referred Communication No. 149, reports as
follows:
Communication No. 149, from Mayor William P. Kenoi, dated February 15, 2013, transmits the
nomination of Mr. Hiram P. Rivera to the Kona Community Development Plan Action
Committee.
Mr. Rivera is a lifelong resident of Hawai`i County and resides in North Kona with his wife and
family. He is a lineal descendent of the ahapua'a of Kahalu'u; his family's heritage extends over
200 years on the Island of Hawai`i. Mr. Rivera was raised on a Kona coffee and macadamia nut
farm, graduated from Konawaena High School, and is a past president of the Lion's Club. He is
the owner of a site construction company locally based in Kona. Mr. Rivera's local knowledge
of Kailua's past and present development will assist the Action Committee in determining its
future.
Council member Ford stated that she would not be supporting the nomination of Mr. Rivera due
to concern that the committee may not be balanced and has too many development oriented
members.
Mr. Rivera was informed that he does not need to appear before the full Council for final
confirmation.

Your Committee on Planning is in accordance with the purpose and intent of Communication
No. 149, and recommends confirmation of the appointment of Mr. Hiram P. Rivera to the Kona
Community Development Plan Action Committee.
