RESOLUTION NO. 93 13
A RESOLUTION SUPPORTING THE APPOINTMENT OF JAMES D. HEALY TO THE
NATIONAL FREIGHT ADVISORY COMMITTEE.
WHEREAS, the U.S. Department of Transportation is establishing a National Freight
Advisory Committee (NFAC) and is soliciting nominations for membership; and
WHEREAS, the NFAC will provide advice and recommendations to the U.S. Secretary
of Transportation on matters related to freight transportation in the United States, including: (1)
implementing the freight transportation requirements of the Moving Ahead for Progress in the
21st Century Act (MAP-21); (2) establishing the National Freight Network; (3) developing a
National Freight Strategic Plan; (4) developing strategies to help states implement State Freight
Advisory Committees and State Freight Plans; (5) developing measures of conditions and
performance in freight transportation; (6) developing freight transportation investment, data, and
planning tools; and (7) legislative recommendations; and
WHEREAS, the U.S. Secretary of Transportation has requested nominations for NFAC
membership to ensure a wide range of candidates and a balanced committee; and
WHEREAS, committee members are expected to have varied perspectives on freight
transportation and to balance the interests of many groups, including those of local elected
officials; and
WHEREAS, counties play an integral role in the movement of freight in the United
States by owning and operating 44 percent of all public roads and highways, 228,026 bridges,
27 percent of public transit systems, and 30 percent of public airports; and
WHEREAS, elected county officials play a key role in economic development efforts in
their regions and in the development of new regional transportation infrastructure, as well as
being actively involved in all of the nation's port authorities, metropolitan planning
organizations, and development organizations; and
WHEREAS, James D. Healy, board member for DuPage County, Illinois, serves as chair
of the Transportation Steering Committee for the National Association of Counties (NACo),
chair of NACo's Highways Subcommittee, Airport Subcommittee and Transit Subcommittee,
and is a member of the board of directors for the National Association of Regional Councils; and
WHEREAS, James D. Healy has been a vocal proponent of local governments working
with the freight, shipping, and railroad industries; and
WHEREAS, James D. Healy organized NACo's first National Freight Conference in
2012, bringing together 250 local elected officials and representatives of the freight, shipping,
and railroad industry, creating positive dialogue that is now occurring between local government
officials and the freight, shipping, and railroad industry; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby requests the U.S. Secretary of Transportation to appoint James D. Healy to the National
Freight Advisory Committee to represent the views and interests of the counties of the United
States.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the U.S. Secretary of Transportation.
