Comm. 168: 2012 ANNUAL REPORT TO THE MAYOR FROM THE PUBLIC ACCESS, OPEN SPACE AND NATURAL RESOURCES PRESERVATION COMMISSION From Mayor William P. Kenoi, dated February 21, 2013, transmitting his comments and recommendations regarding the Commission's 2012 Annual Report. The Mayor provides a detailed summary of the purchasing history and status of the lands purchased with the fund, an accounting report, a statement on management and stewardship of the lands, and requests that the Council accept the updated prioritized list as provided by the Commission. Comm. 176: AMENDS ORDINANCE NO. 12 -87, AS AMENDED, RELATING TO PUBLIC (Bill 43) IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1 2012 TO JUNE 30 2013 From Council Member Brenda J. Ford, dated March 6, 2013. Adds the Parks and Recreation, Kahuku Park Improvements, Phase 5, Grading project for $100,000 to the Capital Budget. Funds shall be provided from the General Obligation Bonds, Capital'Projects Fund -Fund Balance and/or Other Sources ($100,000). The funds will provide an additional area to the park for future use. Ford, dated March 7, 2013. Adds the Parks and Recreation, Ocean View Park & Ride Bus Lot (Land, Street Light, and Bus Shelter) project for $94,000 to the Capital Budget. Funds shall be provided from General Obligation Bonds, Capital Projects Fund -Fund Balance and /or Other Sources ($94,000). The funds will be used to purchase property for a permanent bus station and park and ride location, and design and construction of the facility and placement of a street light. Comm. 184: ADOPTS A PAY PLAN FOR PERSONS EMPLOYED BY THE COUNTY OTHER (Bill 46) THAN THOSE WHOSE PAY IS OTHERWISE PROVIDED FOR, DESIGNATING PAYROLL PERIODS, PAY DAYS, PRESCRIBING REQUIREMENTS WITH RESPECT TO OFFICIAL FIDELITY BONDS, AND REPEALING ORDINANCE NO. 12 -84 AND ALL AMENDMENTS THERETO, SAID ORDINANCE TO BE KNOWN AS THE SALARY ORDINANCE OF 2013 From Finance Director Nancy Crawford, dated March 8, 2013. Amends Section 2. Payroll periods; pay days; fractional computation, where new language regarding the June 30th payroll lag implemented in July 2012 was included. No adjustments were made to salaries. Comm. 188: REQUESTS THAT THE MAYOR AUTHORIZE THE DIRECTOR OF FINANCE (Res. 85 -13) TO ENTER INTO NEGOTIATIONS FOR THE ACQUISITION OF A PARCEL TMK: 9- 2- 185:049 IN THE AHUPUA`A OF KAHUKU, KA`U From Council Member Brenda J. Ford, dated March 7, 2013. Authorizes the Finance Director to initiate any funding mechanisms required for the acquisition of this parcel to be used for a Ocean View Park & Ride location and bus station. Comm. 197: AUTHORIZES THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR (Res. 86 -13) AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI -YEAR LEASE FOR ONE (1) MULTI- FUNCTION COPIER FOR THE DEPARTMENT OF PARKS AND RECREATION From Finance Director Nancy Crawford, dated March 8, 2013. The Department of Parks and Recreation wishes to enter into a five -year lease for a multi- function copier to be used by the Coordinated Services for Elderly section at the Aging and Disability Resource Center. FC -7 Page 3 March 27, 2013 Comm. 198: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN (Res. 87 -13) INTERGOVERNMENTAL AGREEMENT WITH THE UNITED STATES DEPARTMENT OF THE ARMY, PURSUANT TO HRS SECTION 46 -7, TO USE A BUILDING ON KILAUEA MILITARY CAMP TO OPERATE A FIRE STATION From Finance Director Nancy Crawford, dated March 8, 2013. The Hawaii Fire Department has been allowed use of Building 59 on Kilauea Military Camp since September 15, 2010. This agreement will provide for the use to continue through August 31, 2015. Comm. 199: AMENDS ORDINANCE NO. 11 -40 OF THE COUNTY OF HAWAII, (Bill 54) PERTAINING TO THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE PURPOSE OF FINANCING VARIOUS PUBLIC IMPROVEMENTS DESCRIBED THEREIN From Finance Director Nancy Crawford, dated March 8, 2013. Amends Ordinance 11 -40, by reducing the Kawaihae Housing Closure by $1,291,332.55, and increasing the Kaloko Housing Project by the same amount. Comm. 203: AUTHORIZES THE OFFICE OF THE MAYOR TO ENTER INTO AN (Res. 88 -13) AGREEMENT WITH THE UNIVERSITY OF HAWAII - OFFICE OF RESEARCH SERVICES, PURSUANT TO HRS 46 -7, FOR A GRANT TO FUND THE PURCHASE OF MATERIALS FOR ROAD MAINTENANCE ALONG KEANAKOLU ROAD (MANA ROAD); and (Bill 55) AMENDS ORDINANCE NO. 12 -86, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30. 2013 From Finance Director Nancy Crawford, dated March 8, 2013, transmitting the above resolution and bill. The resolution authorizes acceptance of this grant with the University of Hawaii. The bill appropriates revenues of $15,000 in the State Grants - Mauna Kea Watershed Alliance (MKWA) Grant account; and appropriates same to the Mauna Kea Watershed Alliance (MKWA) Grant account. These funds will be used for the main road to the MKWA project site. FC -7 Page 4 March 27, 2013 Comm. 204: AMENDS ORDINANCE NO. 10 -56 OF THE COUNTY OF HAWAII, (Bill 56) PERTAINING TO THE ISSUANCE OF GENERAL OBLIGATION BONDS FOR THE PURPOSE OF FUNDING ALL OR A PORTION OF THE COSTS OF VARIOUS CAPITAL IMPROVEMENT PROJECTS FOR THE COUNTY From Finance Director Nancy Crawford, dated March 8, 2013. Amends the attachment to Ordinance 10 -56 noted as Exhibit A, Draft 4, to adjust funding for various projects based on actual needs and final costs that differ from the original estimates in the bond ordinance and subsequent amendments and add a new project, the Kawailani Fire Station. There is no change to the total amount of the bond authorization. Comm. 210: ACCEPTS THE GRANT OF EASEMENT FROM ROBERT MILBANK, JR., (Res. 92 -13) TRUSTEE IN THE BANKRUPTCY CASE OF PACIFIC PLAINS COMPANY, LLC, FOR PUBLIC ACCESS PURPOSES From Mayor William P. Kenoi, dated February 8, 2013. The easement will provide vehicular, parking, and pedestrian public access along a length of the North Kohala Coastline.
