Hawaii County Change of Zone Ordinance, Sectionl, Condition B, Regarding increments: • Suspend all phasing requirements on the development of the Project. This will allow the housing units to be built in 1 phase Instead of 2. 2. Hawai'i county change of Zone Ordinance 716, Section 1, Condition (E), regarding curbs, gutters, and sidewalks: • Eliminate the requirement to construct concrete curbs gutters, and sidewalks and allow subdivision roads to be improved with fully paved shoulders and drainage swales. Vehicular parking along the paved shoulders and drainage swales shall be prohibited and appropriate signage pursuant to Chapter 24 of the Hawai'i County Code shall be installed. This would be consistent with the surrounding neighborhoods and would result in a significant reduced cost for building affordable housing. 3.
