The BIIF athletic directors from high schools and elementary school teachers around the island of Hawai`i have asked the Department of Liquor Control to continue the DAT (Drug, Alcohol, Tobacco) Awareness Program. In this program, student-athletes learn DAT awareness and prevention, and in turn, teach what they have learned to 4th and 5th graders in their respective feeder schools. Additionally, the 2013 National Conference of State Liquor Administrators will be held in Honolulu in June 2013. This conference will allow the Department of Liquor Control to provide national level training to as many of their Commissioners, Board Members, and staff as possible, at a lower cost than would normally be required due to the conference's in-state location this year. REQUEST: The Department of Liquor Control would like to transfer$30,000 from our Liquor Control Fund Balance Reserve Account to the accounts listed below: 1) 010.251.5251.39.115 (Public Programs) $17,500 2) 010.251.5251.02.104 (Travel/Conferences) $12,500 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): Pursuant to Rule 2-3E of the Rules and Regulations of the Liquor Commission of the Department of Liquor Control of the County of Hawai'i, State of Hawaii, the Director is authorized to "designate a portion of fine monies collected for use in programs to promote compliance to liquor laws. Such programs may include, but is not limited to enforcement, public service announcements, promoting responsible drinking and driving, youth programs and education. 1) Continue public programs and education for youth: The BIIF athletic directors from high schools and elementary school teachers around the island have asked us to continue the DAT (Drug Alcohol Tobacco) Awareness Program. In this program, student-athletes learn DAT awareness and prevention and in turn, teach what they've learned to 4th and 5th graders in their respective feeder schools. These programs were previously funded through SPF-SIG funds which have since terminated.Thus, based on the requests from the athletic directors and elementary school teachers, we will keep this program alive for the foreseeable future as it benefits both high school and elementary school youth. 2) Take advantage of a training opportunity being held in Hawaii: The 2013 National Conference of State Liquor Administrators' will be held in Honolulu this June. This will give us a chance to provide national level training to as many of our Commissioners, Board Members and staff as possible at a lower cost, due to the reduced travel cost.
