comments on Res. 64-13 re. Kumulani Gardens exemptions

I hope you will find a way to make Kumulani Gardens safe and welcoming for people who are not in cars,
while still keeping it affordable.
Instead of concrete curbs, gutters, and sidewalks, the developer wants to build paved shoulders and
drainage swales.
How will that work for little kids on tricycles, people on bicycles, skateboarders, people walking, and
people in wheelchairs?
The County General Plan calls for support and encouragement of alternative transportation [Section
13.4.3 (b)
And the State requires the County to have a Complete Streets policy. In 2011, County Council passed
Resolution 171-11 supporting a such a policy.
What are Complete Streets? The Resolution says their purpose is "safe, efficient, comfortable, and
economical mobility and access for all users, including pedestrians, bicyclists, motorists, and transit riders
of all ages and abilities..." It says complete streets "promote non - motorized travel ...helping to reduce
traffic congestion, greenhouse emissions, and personal transportation costs..." and that complete streets
"improve safety for all users, including those unable to operate a motor vehicle. such as young children,
the elderly, and the physically disabled..."
PATH (Peoples Advocacy for Trails Hawaii)says that among other things "...trails, bikeways and
pathways do much to... build strong community relationships. The ability to talk story with a neighbor...go
for a walk with one's spouse or ride a bike to school are the daily activities of life in Hawaii that build trust,
connect all of us both socially and culturally. provide daily physical activity, reduce energy demand and

Please find a way to make Kumulani Gardens both affordable, and also safe and welcoming for
alternatives to cars.
